Study On Non-site Enforcement Of Public Security Traffic Management In Shaoxing

This paper analyzes and studies the non field law enforcement in Shaoxing public security traffic management by using the methods of literature analysis, case study and statistical analysis. First analyzes, the development of non field law enforcement in Shaoxing and position in Shaoxing public security traffic management and the basic situation, and then deeply analyzes analysis of the current situation of non scene law enforcement, found that the Shaoxing public security traffic law enforcement problems:the legal system is not perfect, the lack of enforcement of the main quality, non site law enforcement facilities, environment is not perfect, and some of the participants on the non scene law enforcement is not understood. The subjective reasons lie in the lack of awareness of the importance of law enforcement program, the importance and necessity of law enforcement personnel, the lack of awareness of non site enforcement. The objective reason is that:"the electronic police" own defects, the equipment is not installed after the supervision, tracking and coordination,and finally proposed the Countermeasures of non site enforcement:improving the legal system, strengthening the construction of non on-site law enforcement facilities, improving the environment and establishing a sound system of traffic safety education.The innovation point of this paper is that the public security traffic management departments and citizens should participate in the process, the public security traffic management departments should be in a dominant position, playing a major role, citizens is an important social force,we should encourage the public and public security traffic management departments to jointly explore and optimize the Shaoxing public security traffic management non scene law enforcement countermeasures.
