Research On The Evaluation Of The Effectiveness Of Road Traffic Management Enforcement

In 1986,the State Council determined that the public security departments were responsible for national road traffic management,and the《Civil Procedure Law of the People’s Republic of China》was formally implemented in 2004,representing that China’s public security traffic management entered the era of rule of law.Public security authorities carry out traffic management enforcement mainly by investigating and punishing violations to maintain traffic order and ensure traffic safety,and existing studies have confirmed that reducing traffic violations can effectively reduce the incidence of traffic accidents.However,traffic enforcement has been going on for decades,and there are no studies that have been conducted to evaluate the effect of road traffic management enforcement in all aspects.In this paper,taking City A as an example,three aspects of traffic law enforcement,the relationship between traffic law enforcement and accidents,and the impact of traffic law enforcement on traffic participants are considered,quantitative evaluation indexes and fuzzy evaluation indexes are determined,and the effectiveness of road traffic management law enforcement in City A in 2020 is evaluated through the AFA comprehensive evaluation model,and enforcement recommendations are made.The main work on the paper is as follows:(1)Analyze the spatial and temporal distribution characteristics of traffic enforcement behaviors based on mathematical statistics and GIS technology: firstly,analyze the traffic enforcement patterns over time from the perspective of time,and find that different traffic violation types have different temporal change characteristics;secondly,compare the spatial characteristics of traffic enforcement under the conditions of considering road network and not considering road network,and find that there are some areas where although the frequency of violations is high,they may be treated as low-density areas due to the low density of road network Finally,the high density areas of traffic enforcement in different time periods can be identified by considering time and space factors.(2)Based on Python,FP-Growth algorithm is used to explore the relationship between traffic enforcement and traffic accidents: firstly,Python is used to find out the traffic violations associated with traffic accidents in time and space,and then the FP-Growth algorithm is used to explore the correlation between the selected traffic violations and traffic accidents between different collision patterns and casualty types,and finally,from the absolute amount of law enforcement,the Finally,the four-quadrant relationship between law enforcement and accidents is analyzed in three dimensions: the absolute amount of law enforcement,the amount of traffic accidents and the correlation between law enforcement and accidents.(3)Comprehensive analysis of law enforcement problems: Firstly,the FP-Growth algorithm was used to explore the correlation between traffic law enforcement and the environment,and it was found that there were prominent features of traffic law enforcement in City A,such as fixedpoint law enforcement.Then,combined with the previous analysis to find out the traffic enforcement problems in City A,and set up a corresponding questionnaire to explore the reasons for traffic violations by traffic participants.(4)Evaluate the effect of road traffic management law enforcement in City A based on the AFA comprehensive evaluation model: firstly,determine the quantitative evaluation indexes and fuzzy evaluation indexes based on the previous analysis and questionnaire,then determine the weight of each index through hierarchical analysis and entropy weighting method,and finally rely on the fuzzy comprehensive evaluation method based on DEA model to get the evaluation score of road traffic management law enforcement effect in City A in 2020 and propose The research results of this paper can be used for the public security traffic management.The research results of this paper can provide reference for public security traffic management departments to evaluate their own law enforcement effectiveness and adjust the direction of law enforcement,so as to reduce traffic accidents,improve traffic order,win the satisfaction of traffic participants,and finally bring the limited law enforcement resources into greater use.
