Study On The Social Assistance Of Vagrants And Beggars In Dalian

Vagrants and beggars have been common social phenomena in the history around the world. The reason and background should be held deep historical and social reasons. How to take feasible measures to deal with and solve the problem of vagabond and begging is an international problem. If this problem is not handled properly,it will cause a variety of adverse social impact.In recent years, the frequent occurrence of extreme events caused widespread concern in the community and attached great importance to government departments. Therefore, it is essential to study the social assistance of vagrants and beggars. I carried out related research according to the research of vagrants and beggars in Dalian and the interview of relief station staff.Based on the questionnaire survey of 85 Street vagrants and beggars in Dalian, this paper makes an interview with the staff of the relief station. The latest real first-hand information is obtained by the data analysis.It is concluded that the present situation of vagrants and beggars in Dalian, the status of social assistance in Dalian,the question of social assistance in Dalian. It is concluded that assistance subject -single main body of relief, internal problems of relief station, relief station and other departments can not effectively cooperate;object to vagrants and beggars- the complexity to identity discrimination, the difficulty to treat stranded personnel, satisfaction of relief objects is not high; relief measures- the single of the relief content and method, heavy relief but light management, temporary relief and long-term relief measures cohesion is not in place, management without refinement criteria. Analysis the causes of the problem:the government’s attention is not enough, relief management object definition is unknown, the relief mechanism is not perfect. Finally it is concluded that improve the countermeasures and suggestions of vagrants and beggars through the analysis of the problem:improve the ability of the relief station,improve the relief policy, fully mobilize all forces to join the relief team.
