Research On The Relief Policy For Vagrants And Beggars In China From The Perspective Of Development-oriented Social Policy

Social assistance system is an important part of China’s social security law.Doing a good job in social assistance can maintain social harmony and stability,and promote economic development.In the contemporary social security system,the social assistance policy has existed for a long time,which is known as "the last safety net".In the social security system,vagrants and beggars are one of the objects of social assistance.The phenomenon of vagrancy and begging has existed since ancient times,and the rescue of vagrant and beggars in China has a long history.This paper will sort out the rescue policies in stages,in order to have a more comprehensive understanding of the rescue policies.This paper takes the T city rescue management station as a case,and takes the vagrants and beggars in the station and the rescue workers as the research objects.In the survey,mainly using the methods of literature,questionnaire and interview,this paper analyzes the corresponding relationship between the content of the relief policy of vagrant and beggars and their needs.It is found that the current rescue policies in China are still not perfect.At present,the low efficiency of rescue,the defects of rescue management,and the inadequate publicity of rescue policies are all attributed to many deficiencies of rescue policies.The development oriented relief policy emphasizes the use of positive and preventive measures to alleviate social conflicts,promote social equity,improve the quality of workers,and calls on the government to provide supplies for social assistance.In view of the perspective theory of development-oriented relief policy and based on the analysis of the above problems,the author puts forward four suggestions for the relief policy of vagrant and beggars,which are: to improve human capital,to increase the content of relief;to clarify the concept of relief,to establish a sense of responsibility;give full play to the functions of the government,to invest in special funds;to absorb social resources,to give full play to the relief efforts.
