China has gained great success in economy and has attracted worldwide attention through over thirty-year reform and opening, but with the rapid economic growth, China is confronted with a variety of problems, such as the deterioration of ecological environment, low happiness, serious corruption, GDP-orientated value.Therefore, people have to rethink the development system. The spirit of Scientific Outlook on Development requires comprehensive development. Firstly based on this background, this thesis chose fifteen indicators from political value, economic value, cultural value, social value, ecological value and build a comprehensive development appraisal system. Secondly, this thesis calculated the comprehensive development index of 31 provinces in China.Thirdly,this thesis analyzed the result from three perspectives. Using the method of cluster analysis, the 31 provinces of our country were divided into four categories:cities with high comprehensive development index, cities with higher comprehensive development index, cities with medium comprehensive development index, and cities with low comprehensive development index. This thesis analyzed the relationship between economic value index and political value index, cultural value index, social value index, ecological value by the method of regression analysis. Finally, this thesis proposed five recommendations:change the concept of development, pay attention to the public value account, narrow the development gap, correctly position, formulate a scientific assessment system.
