Study On The Function Of Shanxi Province Cultural Center In City Public Cultural Service

Culture is an important manifestation of national creativity,a vital source of national cohesion.In terms of promoting cultural development and prosperit,the construction of public cultural service system can not only carry forward the traditional Chinese culture,but also help build a powerful country.The cultural center is an important content of building public cultural service system.As the powerful carrier to spread traditional Chinese culture.,it bears the burden of organizing mass people`s cultural activities,providing training lectures,putting on exhibitions and conducting cultural exchanges.The cultural center can popularize the professional cultural knowledge for the urban residents,provide the place for cultural activities,cultivate excellent talents for the service of urban public culture,and also inherit cultural works.Therefore,enhancing the construction of cultural centers,promoting the development of the cultural centers,strengthening the functions of cultural centers,the masses can fully realize the basic cultural rights and interests and enjoy the achievements of cultural development.In 2011,the Ministry of culture promulgated the opinions on promoting free open art museums,public libraries and cultural centers(stations).After that,the free opening of cultural centers has been come into force,and the cultural rights and interests of citizens also have been effectively protected.But the implement of free opening also brought some problems on public cultural service,which generates great resistance to the culture development.Accordingly how to well play the functions of Cultural centers in the public cultural service system has become the important mission of cultural center.Based on this,this paper takes the cultural centers in Shanxi as an example,by interpreting the concepts and policies of cultural centers and public cultural services,and studies the conditions of the cultural centers in Shanxi Province,as well as the effects of mass cultural activities,mass literature and art achievements,mass cultural work and mass participation.It is emphasized the main problems of Shanxi cultural centers are unreasonable basic facilities,unprofessional quality of talents,the forms of public cultural service divorced from reality and masses,as well as insufficient supply of public cultural service and products.This paper also puts forward some rationalization proposals on the promotion of the public cultural service function of Shanxi Cultural centers: firstly,to clear the guiding ideology of the cultural centers in the public culture service system;Secondly,the paper studies the effect of the public cultural service in the cultural center,and points out at the present stage in Shanxi,that the main problems of the existing cultural centers are the Irrational infrastructure,professional quality and level of talents are not high,the form of public cultural service is divorced from practice,public cultural services are divorced from the masses,public cultural services and the supply of products are insufficient.According to personal theoretical learning and practical experience,some rationalization proposals on the promotion of the public cultural service function of Shanxi Cultural centers: Firstly,to clear the guiding ideology of the cultural centers in the public culture service system.Secondly to improve the supply of cultural centers products and services in the public cultural service system.Thirdly to increase the protection of talents and facilities,and fourthly to improve the service strategy of the cultural centers,so as to better play the function of cultural centers in the public cultural service system,and strive to improve the quality and level of public cultural services in Shanxi province.The first chapter mainly introduces the background,significance,current research status in domestic and abroad,research methods and innovations;the second chapter explains the concepts and policies of cultural centers and public cultural services;the third chapter describes the condition construction of the cultural centers functions and current results;the fourth chapter points out the existing problems of cultural centers in Shanxi province in fulfilling the functions of public cultural services.;the fifth chapter puts forward the countermeasures to enhance the function of the Shanxi Cultural Centers(stations)in the public cultural service system;the sixth chapter summarizes the whole paper.
