Because of the striking features of new words in official Chinese documents and the unavoidable cultural differences, these new words are very difficult to translate. However, they are mostly translatable. There are a wide range of strategies and methods that can be employed to translate them.In translating important expressions, the cultural differences between China and the rest of the world should be taken into consideration, and the negative impact that the translation may exert on international communications should be especially guarded against.Based on Skopos Theory, this thesis analyzes how the three rules of Skopos Theory are applied to the English translation of neologisms in official Chinese documents.Under the guidance of the Skopos rule, the translation strategies are chosen flexibly to make sure that the expected functions of neologisms in official Chinese documents are effectively realized and the addresser‘s real intentions are completely conveyed to the target receivers.According to the coherence rule, linguistic and cultural acceptability of the translated version is given full consideration to make it meaningful and acceptable for the receivers in the target situations. When the fidelity rule is followed, the translated version is faithful to the original neologisms to the most extent, preserving the original flavor of the neologisms. In addition the enhancement version function plus loyalty advocates that there should be a harmonious relationship between the reader, the author, the translator and the initiator. In accordance with the enlightenments of the above investigation, the thesis tentatively postulates a few suggestions for the international publicity translation of neologisms in official Chinese documents, such as to highlight Chinese characteristics on the premise that the target readers can understand the translation;to pursue political equivalence by considering asking both target readers and original authors;to take the target language readers‘ comprehension into account and avoid from misunderstanding. This thesis makes a case study of the English translation of neologisms in official Chinese documents from a Skopostheorie perspective, and holds that the translation of neologisms in official Chinese documents should be a cultural communicative action to achieve the expected function of translated texts by comparing the original text and the target text. And the translation strategies or methods the author advances for rendering the neologisms in official Chinese documents are effective and are of great significance in practice.
