The Research On Management Of Temple And Cemetery Of Confucius And The Kong Family Mansion In Qufu

Qufu is the hometown of Confucius,who is a great thinker,educator and founder of the Confucianism.The Temple and Cemetery of Confucius and the Kong Family Mansion in Qufu,also called the “Three Kongs” for short,were inscribed on the World Cultural Heritage List by UNESCO in December 1994.The “Three Kongs” are places where people worship Confucius,where are important carriers of traditional Chinese culture.With improving management,increasingly protection measures and wildly social influence,economic and social benefits become increasingly prominent.At the same time,the contradiction between the protection and utilization of the "Three Kongs" is growing.For example,the overloading of tourists has been damage to the cultural heritage,and the authenticity and integrity of the world cultural heritage have been destroyed due to over-commercialization and excessive urbanization.How to take effective management means to properly handle the contradiction between protection and utilization,is the major task of the government management.Based on the Public Product Theory,the New Public Management Theory,and the Public Governance,this paper analyzes the problems existing in the management of the "Three Kongs" by referring to the research results of world cultural heritage management at home and abroad,that is,the non-straight administrative system,non-effective laws and regulations,the lack of professional personnel,the backward management means,the lack of capital investment,low social participation.This paper puts forward the countermeasures from the aspects of government management and social participation,namely,upholding the leading position of the government:rationalizing the administrative system,perfecting the relevant laws and regulations,strengthening the construction of the management team;perfecting the social participation mechanism: strengthening the publicity and heritage education,concerning community interests,encouraging enterprises and non-profit organizations to participate in the career,setting up expert committees,considering the participation of members ofthe descendants of Confucius and so on.This paper hopes to build the government-led and social participation management system of the world cultural heritage to achieve the effective protection and sustainable use of the "Three Kongs".
