In the period of Ming Dynasty,the southeastern coastal areas had been invaded by Japanese pirates and the border areas of north had been infringed by the Mongolia army.These two issues had never been thoroughly resolved.Especially during the reign of Jiajing,the southeast coastal areas suffered a lot and they were harassed by Japanese pirates,which madesocial turbulence.And people were living in misery.Because of the political corruption,official corruption,less military training of the generals and soldiers,and dropping battle effectiveness,eventually,affected by the inside and outside elements mutually,serious damage had occurred.Affected by the sever revolt of Japanese pirates final broke out in Jiajing reign.The tense relation between Ming Dynasty and north Mongolia had not been relieved in Jiajing reign,in contrast,the relation was getting worse.Ultimately a war occurred,threatening the capital security in 1550.Later,both side effort to improve relations,but the result was not satisfactory,shortly,both sides were caught in the situation of battle.In that severe time,Liu Tao’ s official experience was closely connected to the matter of Japanese pirates and Mongolian.In 1553-1561,Liu Tao served in Zhejiang,Fujian,in these provinces,he resisted Japanese pirates and annihilated ringleader Xu Hai and Wang Zhi,making some achievements.In 1568,Liu Tao,as the governor managed Guangdong,Guangxi and Fujian.In this time he calmed down the rebellion,eliminated a rebel who named Zeng Yiben,and exterminated bandits who named Lin Rong in Hanjiang,making Lingnan pacified.Liu Tao made great contribution in securing borders and made southeast stable.In 1563—1566,he serviced in northeast and managed Datong and Jiliao.At that time,he constructed frontier governance and military actively.He adopted reward as the way to properly handle the relationship with Mongolia.These measures contributed slight stability of frontier regionLiu Tao’ s official career mainly spend in dealing with two foreign invasion.Many times he fought against the enemy and succeed,gradually forming his own military thoughts.
