After Ming Dynasty displaced Yuan, the Yuan regime escaped to desert in north, but its force still maintained and kept fighting back to Ming Dynasty.Such a situation existed not only in the beginning of Ming Dynasty but also lasted till the end of it,even when North Yuan regime divided to two Mongolia tribes. The relationship between Ming Dynasty and Mongolian Forces, reflects the important characteristics of this period of communication,it has attracted many academic discussions and attentions. In the related discussions, the study of how policies changes to Mongolian Forces is an important part of the related academic world. In the existing researches, the main research contents can be summarized as the following two points:First,as Hongwu(??)five years a boundary between aggressive military offensive and passive defense to Mongolian Forces;Second,in the Yongle(??)period, the defense system built in the Hongwu Period has been destroyed;Thirdly, the five expeditions to north are Chengzu's personal activities.Although these studies make contributions to communications between Mongolian Forces and Ming, the lack of the systematic division and careful combing the various stages of the policy implementation.Based on the above research background, this paper takes Hongwu and Yongle, the two periods as the main study time interval, and tries to explore the view to Hongwu five years as the turning point of policy formation and other related problems, the policy continuity and trends between Hongwu and Yongle. This thesis is formed by fore parts. The first part discusses the two main policies during 1368-1372,which were military action and political inducement policy to Mongolian Forces, and chose the main object as the North Yuan. The military actions were successful but the inducement kept being ignored.Till Ming Dynasty failed the battle in 1372,the policy to Mongolian Forces came to a turning point. The second part discusses after 1372,Taizu transferred the policy of trying to destroy the North Yuan regime to focusing on other forces of Mongolia,in order to isolated North Yuan regime.During more than ten years, other Mongolian forces were cut off one by one, then Ming Dynasty finally broke the North court in 1388,the North Yuan divided into two parts in the late Hongwu. The third part discusses the two basic policies to Mongolian Forces during Hongwu, which were defense and conciliatory. The forth part discusses how the two policies above had been inherited and developed in the Yongle Period. However, due to the importance of the defense in the Northeast Wu Liangha(???),Chengzu went out battle with the East Mongolia for four times,so the balance between Mongolia Tribes was broken in the late Yongle, the eastern Tatar was repeatedly suppressed and the power of western Oirat had chance to grow up,which influenced the later relationship between Ming and Mongolia.
