Historical and cultural blocks, featuring scarcity, regionalism and life quality, are a vital part of precious cultural heritage of every region or country. Scholars at home and abroad have conducted extensive research on the protection of historical and cultural blocks. At present, there are some problems with the protection of historical and cultural blocks in Fuzhou. In order to clarify the government’s responsibility in protecting historical and cultural blocks in Fuzhou, through field research and interviews, the author tries to learn about the problems existing in the protection of historical and cultural blocks in Fuzhou and a series of countermeasures taken by the government. At the same time, the author draws on foreign experience in protecting historical and cultural blocks, analyses where the government fails to sufficiently implement its responsibility in the protection of historical and cultural streets in Fuzhou, and then puts forward corresponding solutions. The author holds that the historical and cultural blocks have the public property, which requires the government to fulfill its responsibility of protection, including playing a leading role in formulating conservation planning of historical and cultural blocks, promoting the implementation of the protection policy of historical and cultural blocks and supervising the implementation of the protection policy. After several years of hard work, Fuzhou historic district protection has achieved some results in terms of conservation planning, laws and regulations, building repair, and comprehensive benefits. But there also exist issues like over-commercial development, inadequate protection of old buildings, imperfect supporting infrastructure construction. The root cause lies in the insufficient implementation of the government’s responsibility, mainly manifested in the following aspects:poor awareness in protecting the historical and cultural blocks, imperfect policy planning, insufficient construction of management institutions and policy implementation, imperfect supervision and participation mechanism, etc. Based on this, first of all, attention should be paid to cultivating the cultural consciousness of the government and the public to protect the historical and cultural blocks. Secondly, not only the planning and design but also policies and regulations should be improved. Thirdly, both the construction of management institution and the management system should be optimized. Finally, as many channels as possible should get involved and the supervision mechanism should be improved.
