This is a translation report on Transnational Legal Ordering and State Change written by Gregory Shaffer. The source text is an excerpt from Chapter 6, Access to Medicines and the Transformation of the South African State by Heinz Klug, an Evjue-Bascom Professor of Law at the University of Wisconsin Law School.With the guidance of Skopos theory and on the basis of in-depth analysis of the source text's language, the examples presented in this thesis are translated more fitfully to the target text's function. Such approach is not only intended to increase readability, but also to let the translation serve a specific purpose, i.e. to present the translation as a reference, not a popular literature. The readers are set to be law and policy makers. It is believed in this thesis that equivalence to the source text in terms of translation is not static and unconditional, but dialectically unified. The alleged “dialectically unified equivalence”means to make the translation more fitful to the common senses in the target language's culture and free from the source language's form of expression and word meaning.
