World cultural heritage is rare and irreplaceable. It has outstanding and universal value. Meanwhile, world cultural heritage is scarcity, precious, vulnerable, non-renewable. Currently, human activities have seriously threatened the security of the world’s cultural heritage. Compare with natural disaster, human activities have been the main threat to world cultural heritage. In recent years, with the rise of preventive conservation of the world cultural heritage, risk management theory is gradually introduced into the world cultural heritage protection. risk management theory makes it possible to implement a variety of heritage protection measures and other technical and managerial forward, thus effectively reducing the damage caused by a variety of factors for cultural heritage. In this context, it is of great significance to make research on world cultural heritage threats brought by human activities and to study how to identify, analyze, evaluate and respond to anthropogenic risk.Mogao Grottoes was chosen as a case based on the following points:First, the Mogao Grottoes is typical. Mogao Grottoes is first batch of selected "World Heritage List" in our country. It meets the six criteria of the World Heritage in addition to Venice, which makes the experience of its risk management can provide a reference for other heritage sites. Second, the Mogao Grottoes have the practical needs of risk management. Exponential growth of tourism in the desert oasis,with the development of the transport infrastructure and tourism-related infrastructure brings many new risks for Mogao Grottoes, so it is urgent to undertake risk management to assess the current risk profile and improve management effectively.
