A Project Report On The English Translation Of Regulations Of Jiangsu Province On Property Management

As legal text, local laws and regulations are characterized by formal style, rigorous wording and tight structure. With the deepening cooperation between China and other countries in various areas, the English translation of Chinese laws and regulations has become increasingly important. It can not only show China's domestic legal environment, but also relate directly to the understanding and enforcement of local laws and regulations. However, the present English translation work of local laws and regulations still faces a series of problems, including inaccurate translations of terms, inconsistency between the existing expressions and inconformity with the specific style of legal texts. Hence, it is of great significance to improve the English translation of Chinese laws and regulations.The project report is written based on the English translation of Regulations of Jiangsu Province on Property Management, and it is an interdisciplinary research with the combination of knowledge of law, translation and property management. Based on this translation practice and with the guidance of the Skopos theory, the report firstly compares the stylistic characteristics of English and Chinese legal texts from the lexical and syntactical aspects, and then analyzes major issues and difficulties including the translation of fuzzy expressions, prohibitive norms and sentence with "de (?)" structure as post-positive attributive. Correspondingly, the report explores feasible translation strategies on these difficulties, including employing literal translation, free translation (transforming fuzziness to accuracy) and adding or omitting for the translation of fuzzy expressions; adopting flexibly "shall/may not", "no...shall/may", "shall prohibit" and "shall be forbidden" according to the specific subject of legal relations, when translating the Chinese prohibitive norms; and converting "de (?)" structure used as post-positive attributive to the adverbial clause of condition or time led by "if, "where" and "when". Furthermore, the report summarizes its limitations and makes recommendations for future translation work.
