Research On The Evaluation And Development Of Cultural Industry From The Perspective Of Culture And Technology Integration

In the 21st century,with the high-speed development of science and technology,people’s consumption and lifestyle are experiencing tremendous changes by technological innovation.Technology is the most important factor to promoting economic prosperity and social progress.Cultural industries as a sunrise industry which has the most potential for development,can not live without science and technology to provide strong support.And utilizing of science and technology as the ways to break the manifestation of traditional cultural and enrich the pattern of culture dissemination,could create new cultural products.After the 2012 national "12th Five-Year Plan" putting forward facilitating "cultural and technological integration"and boost science and technology innovation of culture.Combined with their own advantages,many areas have begun to incorporate technology into the development of cultural industry.In the case of Anhui province,the government promulgates a decree which is about integration of culture and technology policy documents.Scholars and enterprisers also give a high degree of concern about this.We believe that analyzing the internal mechanism of fusion between culture and technology is the priority.After that we can establish regional cultural industry competitiveness model on the trends of fusion.Take this as criterion,we can objectively find the insufficiency of regional fusion between culture and technology,raise developing countermeasure,and achieving goals of prosperity and healthy development of culture industry.First of all,this article has taken the literature study method.Domestic and overseas literatures have been reviewed to better understand of the fundamental knowledge of cultural and technological integration.Then using case study method,from the microcosmic point of view,this article further studied the case of Taiwan "Pi Li"puppetry and its development status and the fusion operation mechanism of the culture and technology,which leads to the conclusion that synergetic development among university-industry-government and appropriate policy instrument will effectively promote the fusion and development between culture and technology.Then based on Porter’s "diamond" model of industry and these cases,this research established the evaluation system of regional cultural industry competitiveness.This system includes production factors,demand condition,enterprise strategy and competition environment,related supporting industries,ability of science and technology creation,government and other 6 indicators and 16 secondary indicators.Then using analytic hierarchy process to establish a comparison matrix for each level,in order to determine the index weight seriatim.Finally,using Anhui province as an example.During the implementation of fusion and development between culture and technology,Anhui has already acquired advantages of production factors and supporting industries,but still lack the ability of application and innovation.In conclusion,a series methods was proposed for culture industry development in Anhui,(1)upgrade production factors and its supporter.(2)cultivate general talents of culture and technology.(3)regional breakthrough and surrounding radiation.(4)establish new ecosystem for university-industry-government innovation.(5)appropriate application of policy instrument.With these methods,we hope to provide reference for the integration development of regional cultural industry,and leads to a deeper research in this field deeply.
