This is a translation report. The source text comes from an excerpt from chapter Ⅳ of World Investment Report 2015 published on the UN official website. This article illustrates IIA’s establishment, experiences, coping strategies and policy options in the past six decades. Functional Equivalence theory is the theoretical guidance of this translation project. It advocates that meaning matters the most while form matters less in translation. During the translation process, the translator is faced with some difficulties such as long and complex sentences, terminologies and lack of related economical knowledge. Therefore, several translating methods are adopted such as conversion, division, combination, addition, omission, inversion, aiming to fully convey the original information. The translation report is divided into four chapters: Chapter One on the project background, significance and needs analysis; Chapter Two on the main content, language linguistic features of the source text and the supporting translation theory; Chapter Three on the difficulties and translation methods; Chapter Four on the translation report by elaborating on enlightenment and deficiencies in the translation process.
