In this paper, the mechanism of ethical behavior and the theory of concepts are explored to clarify some basic concepts, the main people moral cost of this paper is the study of people and new people, the concept of moral cost of the study is on the narrow concept of moral cost, and the study is on the moral life of the people in a negative cost, that is, making moral and ethical wrongdoing omission should be punished.
