Research On Medical-nursing Combined Pension Service

With the accelerating process of aging,China's pension Services are facing more and more challenges.On the one hand,the aged need more and more diversified,high-quality pension services and health services.On the other hand,the traditional family pension is weakening.As one of the important measures to deal with this trend,medical-nursing combined ageing service has become a major livelihood issue that is currently concerned by all walks of life,and got more and more attention from the country.In recent years,a series of policies to promote the development of medical-nursing combined ageing service has successively introduced,especially in 2015,nine departments including Health and Family Planning Commission formulated "on the promotion of health and ageing services combined guidance",which play an important role in promoting the implementation of policies.On the national level,medical-nursing combined ageing service means that the nation should put the need of aged people's basic health care in the first place,for disabled and partially disabled aged people,the nation should rely on pension institutions to fulfil their rehabilitation nursing service,and protects the health care needs of aged people with special difficulties.For most elderly people,the nation should rely on home and community-based home care to ensure that every aged person obtains basic health care.Lianyungang is a city with a fairly high level of aging,by the end of 2016,There are 92.36 million aging people over the age of 60 in Lianyungang,which account for 17.25%of the total amount.And 60.19 million aging people over the age of 65,which account for 11.24%of the total amount.Both sets of data are higher than the national average.Faced with the severe aging trends and the huge needs of pension services and health services,medical-nursing combined care has become an effective way to solve the problems.Consdering the actual situation,This paper conducts systematic and comprehensive research on the state of medical-nursing combined care in Lianyungang,and divides Lianyungang's medical-nursing combined care into four categories:medical and health institutions to carry out aged people care service,Setting up medical institutions in the pension institution,co-construction of medical institutions and pension institutions,integration and utilization of medical institutions and pension institutions,and enumerate some typical cases.At the same time,this paper points out the problems of subjects,objects,contents,transmission modes and system of medical-nursing combined care,and analyze the underlying causes.On that basis of this,considering the successful experience of domestic and foreign on the medical-nursing combined care,point out the following countermeasures:Strengthen social participation and guide multiple inputs;Improve the basic medical and pension insurance system and explore the long-term care insurance system;Strengthen personnel training and build professional teams;Strengthen guidance and support and implement support measures;Improve institutional mechanisms and break administrative barriers.
