As the saying goes,food for Chinese people is a top priority;delicious is on the tip of the tongue around the globe.However,in recent years,such as cooking oil,milk,lean fine leather food safety events happened for many times,not only has brought the social public health threat,and very bad for the construction of a harmonious society.Food safety problems by the government and the people more and more attention,"how to buy the rest assure,eat at ease" has become a big problem in today’s society.Food industry as the last link in the food industry,is directly related to consumer,it involves the food safety problem is absolutely to be reckoned with.In 2015,the ministry of health in our country through the public health event management information system received report 169 cases of food poisoning,poisoning 5926 people,the death of 121 people,in place of catering service units(53.2%).Therefore,only strengthen the food industry of food safety supervision and risk is likely to reduce the occurrence of food safety incidents,and earnestly safeguard the life and health of the people.In recent years,China’s food safety government regulation on food and beverage industry,although has made certain achievements,but there are still many problems,such as relevant laws and regulations imperfect regulations,government regulatory responsibility implementation does not reach the designated position,government regulators their business level is not high.,therefore,be badly in need of new measures,measures in our country,from the system,system and mechanism of food and beverage industry to perfect and improve the food safety regulation,thus effectively control and reduce food industry food safety incidents from happening.First of all,this thesis is based on asymmetric information,externality,public goods theory of economics;this paper expounds the necessity of restaurant food safety government regulation.Secondly,the author through to the LUQIAO catering industry practitioners of the cognitive and behavior of the government supervision of food safety investigation,the author thinks that regulators should strengthen the food safety knowledge training,and strict qualification admittance system,increase the breadth and depth of daily supervision.Again,the author research by visiting related government regulators check data,and combining the research on the restaurant industry practitioners before,found that there are many problems LUQIAO restaurant food safety government regulation,government regulation power as a whole,from personnelof course of food safety responsibility consciousness,weak supervision of long-term effect is not significant,the flow of fine food vendors don’t have enough government regulation,the villages and towns of rural catering service level is low,consumption link hidden trouble much,clamp down on illegal business catering units there is resistance,etc.,and analyzes the cause of the problem mainly for government regulation are bull management,lack of full supervision,lack of supervision personnel.Fourth,the author through the restaurant food safety at home and abroad for reference,the advanced experience of government regulation,and the Shanghai world expo catering government regulation in our country,case analysis to find enlightenment: regulators to set up scientific and regulatory system to perfect,frequency regulation to reasonable,regulatory grading to targeted to the informational,regulatory means.Finally,combined with China’s national conditions,puts forward the measures to improve the restaurant food safety regulation: regulation entitled to delegate at the grass-roots level,to strengthen the regulatory team construction,develop regional laws and regulations,use informational means intelligent supervision,illegal operation cost,strengthen the food safety knowledge propaganda and education... |
