Research objective The establishment of grading clinics is conducive to the formation of a scientific and orderly pattern of medical treatment,and is also conducive to improving the allocation efficiency of medical resources,so it is regarded as the focus in the critical stage of the new healthcare reform.However,when grading clinics is proceeding in full swing,the three level of Chinese medicine hospital is facing challenges in the fierce market competition.Member of the standing committee of Chinese People's Political Consultative Conference,Huang Jiefu,who in two sessions last year put forward: “to solve the difficult problem of seeing a doctor,it needs to establish competitive medical,the competition is mainly the competition among the traditional Chinese medicine hospital and the Western Hospital,the public hospitals and the private hospitals.The traditional Chinese medicine hospital is relatively weak from the aspects of history precipitation,talent accumulation,and capital investment,and there will be more difficulties in the new round of healthcare reform.” The advent of grading clinics for the three level of Chinese medicine hospital,it will face a real revolution.What kind of threats faced by hospitals,and how should we respond and adjust to ensure the interests of the hospital? This study taking Henan Traditional Chinese Medicine Hospital as an empirical study object,explores the influence undertook by the three level of traditional Chinese medicine hospital under the background of grading clinics and the future development strategy.Research contents In 2015,the grading clinics has become the focus of healthcare reform,and various provinces and cities actively carry out the works of grading clinics,after proceeding the pilot,it has achieved a comprehensive promotion of grading clinics.In the face of the current grading system,the advantages and problems of the three levels of traditional Chinese medicine hospitals exist simultaneously,and it also faces the opportunities and challenges.This study sorts out the implementation situation of grading clinics at home and abroad,and analyzes the problems faced by the current grading clinics in China and the challenges and impacts faced by the implementation of grading clinics in traditional Chinese medicine hospitals,finally puts forward some suggestions,which are “anew self-orientation,developing high technology and scientific research ability,training primary doctors,highlighting the brand of traditional Chinese medicine,precisely assisting grass-roots hospital,specialty construction with‘the teacher helps the apprentice",playing the role of traditional Chinese medicine treatment,building the medical conjoined model and others,” thus to promote the better development of the three level of traditional Chinese medicine hospitals.Research method Through the study of relevant literature,study the documents and rules implemented by grading system released by China and Henan,reference to provincial and municipal health statistical data in the national,Henan and parts of grading clinics pilots.By the way of inquiring about electronic documents such as CNKI,Wan Fang and others to obtain relevant literature information.In addition,we can communicate with the relevant management staff through interviews,understand the opinions of different levels of personnel on the grading clinics system and suggestion on three level of Chinese medicine hospital after the implementation of the grading clinics.According to the referral data of HIS system in Henan Traditional Chinese Medicine Hospital,it analyzes the referral rate,and simultaneously designs the questionnaire,implements grading clinics and two-way referral questionnaire for healthcare workers and patients,analyzes the obtained data,and explores the reasons that hinder the further development of three level of Chinese medicine hospital after the implementation of grading treatment as well as formulate the corresponding solution.Research results This study can give feedback about the factors that restrict the development of three level of Chinese medicine hospital after the implementation of grading treatment,and improve the past fixed diagnosis and treatment mode.According to the actual situation,accurately positioning,give full play to their advantages,and enhance the competitiveness of the three level of Chinese medicine hospital.Conclusion After the state implements the healthcare reform system of “grading clinics and two-way referral”,the treatment needs of three levels of traditional Chinese medicine hospitals will be changed,mainly are patients' treatment with difficult,dangerous,acute and severe diseases,nursing care of patients with common diseases,frequently occurring diseases and chronic diseases will turn to primary hospitals.The implementation of grading clinics system,for the three levels of traditional Chinese medicine hospitals,there are challenges and opportunities.We must adapt to the general requirements of the national health system reform,and according to local conditions,redefine ourselves,identify the development path in line with the three levels of traditional Chinese medicine hospitals,change treatment mode,and develop high-end technology and scientific research ability;highlight the characteristics of traditional Chinese medicine,and play the role of traditional Chinese medicine's treatment of disease;and help the grassroots hospitals in the aspects of technology and establish cooperation system between the upper and lower hospitals,thereby promoting the smooth implementation of grading clinics.
