Research On The Problems And Countermeasures Of " Reform Of Classified Diagnosis System" In Jianyang

In recent years,the rapid economic development and the rising living standard increase people's needs for high-quality medical-care service.However,China's total amount of medical resource is insufficient,and the distribution of hygiene medical resource among different levels in same or different places is uneven,so the contradiction of demands and supplies are increasingly protruding.As a result,patients go to big hospitals with high-quality medical resource and equipment,while good medical resource highly centralizes in big hospitals,causing the common phenomenon of “seeing a doctor hard and costly” and tense doctor-patient relations.In 2016,the official announcement of the Thirteen-five Reform and Plan of Medical and Health-care System,scientifically and rationally establishes and proceeds the classified diagnosis system,which is put in the first place of five principal tasks of the Thirteen-five medical Reform,centralizing its essential status.Taking the reform of Jianyang City's classified diagnosis system in Chengdu,Sichuan Province as the research object,combining with the advanced experience and lessons achieved from home and abroad,the paper studies and analyzes the background,specific approaches,features and other contents in the Jianyang City's classified diagnosis system,through policy research,field investigation,census analysis and other approaches,to put forward existing problems,dig out roots and give suggestions.The paper is composed of seven parts: the first and second chapter state its research background and significance,research status quo,contents,ways and fruits,expounding the new public management theories,service theories,policy theories,classified diagnosis,basic-level diagnosis,double-direction transferring diagnosis,medical unions and other related concepts and theories,as the basis of research;the third,fourth chapter are the status analyses of Jianyang City's classified diagnosis system,describing in detail the classified diagnosis' s basic condition,background,implementation ways and other contents,concluding the effects;the fifth chapter analyzes the existing problems thoroughly;the sixth chapter puts forward solutions and suggestions pointedly;the seventh chapter is the conclusion.Through the paper's research,the effects and problems of Jianyang City's classified diagnosis system are further recognized,related solutions and approaches are formulated,which has a certain realistic significance on the further exploration and improvement of related local policies.And some references for the implementation of classified diagnosis system in more places and cities are offered.
