The Impact Of The Performance Management Of Community Health Service In Chongqing On Primary Medical Services

Objective The research is to understand the status of performance management,also its influence of the primary health services of Community Health Service in Chongqing as to put suggestions for further development of the primary health services and performance management.Methods The methods include:(1)literature research(2)questionnaire : to survey the data of performance management(3)the interviews:to know the actual situation(4)statistical methods: TOPSIS:to rank the Community Health Services,and factor analysis approach.Results1.The analysis of performance management shows that the concept of performance management is backward,performance appraisal system is fossilized and responsibilities of the position are haphazard.It is widespread reflected that the the total performance wage is inadequate.2.The survey of health technical personnel shows that overall satisfaction towards performance management is of middle degree and the satisfaction of performance wage is of the lowest degree.But the performance wage is the crucial point to enhance the degree of satisfaction.3.The survey of patients shows that they are fairly satisfied with the attitude and quality of health service in community health service.Be near home and cheap medical expenses are the main reasons why patients choose community health service.4.According to the result of TOPSIS,the rank of the community health services is Anfu,Chengdong,Chengnan,Fenggao,Sanhe,Zhongliangshan,Mingshan,Zoumazhen,Shangqingsi,and Daxigou.The highest and the lowest scores differ a lot.5.By using analysis approach,5 Influence factors which have an impact on primary health service are found,that are the amount of the health technical personnel who has secondary technical diploma or above and the amount of upward referral.Conclusions The service ability of community health service could be promoted by implement performance management,so as to the service quantity and efficiency.But it is not conductive to the enthusiasm of the health technical personnel.Establishing a scientific system of performance management and revise the indicators constantly.Also,reinforcing training of the staff and enhance communications as to assure the performance management in an orderly manners.In addition,raising the amount of wages and differs from one and another.Advocating the public participation to enhance degree of satisfaction.To speed up the information construction of Community Health Services.
