In recent years,with the aggravation of the aging in Chongqingmunicipality,mode of providing for the agedhas been paid more and more attention.In the face of increasing pressure on the elderly,the traditional pension model is facing severe challenges due to the separation of medical and pension resources,lack of adequate care,fragmented management.At the moment,an integration of medical and old-age care resources in one set of medical treatment,raising and retaining combining pension mode in a new pension model,medical support began to enter the Chongqing City People's vision,and gradually play a good social effect.Chongqing municipal government in the development ofmedical-nursing combined care mode,how to play a good government functions,the relationship between the sustainable development of the cause of pension.In this paper,choosing government function in the development of medical-nursing combined care mode as the object of research,is due to the combination of Chongqing medical support pension model still in the early stages of development,each county varying degrees encountered difficulties and problems in the operation.This requires innovation managementof the Chongqing municipal government departments,transformation functions of government,establishing the consciousness of serving the people,to help solve practical problems around the medical raising combined with the medical-nursing combined care mode in the development,promote themedical-nursing combined care mode in Chongqing quality and fine development.The first part is the introduction,comprising research background and significance of the government function in the development of medical-nursing combined care mode,research ideas and research methods of the medical-nursing combined care mode in Chongqing municipality in this paper,and analyzes the present situation of research on this topic interiorly and abroad;The second part introduces the core concept of this paper.This paper mainly discusses the theoretical basis and related concepts of the government function in the development of medical-nursing combined care mode.Based on the theory of public goods,the theory of new public service,the theory of government functions,this paper discusses the medical-nursing combined care mode in Chongqing municipality,and focuses on the concept of pension mode,institutional pension,medical support combined with pension model and government functions;In the third part,the author analyzes the role and function of Bishan government of development of the medical support combined with the pension mode in the A institution.First analyzes the medical support combined with government functions in the development of endowment pattern and its constitution,and then introduces the basic situation of A medical support combined with the characteristics of the elderly,and finally expounds the Bishan government function and role in the development of pension mode about A institution;In the fourth part,on the basis of the third part from the analysis of the development of medical-nursing combined care mode to fulfill the functions of the problem,pointed out that the current Chongqing city in medical support combined with raising pattern of development: there are certain difficulties in decision-making functions,organization function and supervision level.In the field of decision-making functions,including the decision-making guidelines are too macro fuzzy,public issues are not exhaustive.In the organizational function,including material preparation is not sufficient and the organization is not mature.In the supervision function level,there is not enough attention to monitoring,and the actual operation is difficult;The fifth part puts forward the corresponding policy recommendations according to the problems of the fourth part.In view of the problems existing in the government function in the development of medical-nursing combined care mode in Chongqing,the government departments should fully investigate and improve the policy formulation,and highlight the key policy issues.We should do a good job in the economic development of the organization function,increase the intensity of fiscal tilt,do a good job of organizational construction,the formation of organizational security.In the aspect of supervision function,we should pay more attention to the combination of medical and health care,and make feasible monitoring plan.
