Objectives:To clear and define the connotation and extension of mental health service accessibility;to explore influence factors of mental health service accessibility and government responsibility in it;to attempt to build up an indicator system of mental health service accessibility according to our national conditions.Research Method:(1)literature review & summary: By taking full advantage of CNKI database,Vip database and Wanfang database,literature consulting and document collection were conducted to define the connotation and extension of mental health service accessibility,and some assessment indicators were preliminarily filtrated to built the frame of indicator system for mental health service accessibility.(2)Delphi method: In the experts' inquiry,15 experts scored for 5 indicators at the first level,10 indicators at the second level and 68 indicators at the third level respectively;and software EpiData3.1 and SPSS20.0 were used to set up a database and made statistical analysis on these data.Results:(1)After two rounds of experts' inquiry,the assessment system of mental health service accessibility was finally established which included 5 indicators at the first level,10 indicators at the second level and 61 indicators at the third level;(2)The expert active coefficient was 100%;(3)The total expert authority score for indicators at the third level was 0.736;(4)The total expert coordination coefficient for indicators at the third level was 0.30;(5)The centralization of expert opinions was mainly shown by the full mark rate,and 68.85% indicators' full mark rate of importance at the third level were greater than 0.50;(6)The total Cronbach's a coefficient of importance for the third level indicators was 0.924,while Cronbach's a coefficient of authority degree for the third level indicators was 0.980;(7)The total S-CVI/Ave value of content validity for the third level indicators was 0.930;(8)The weights of the first,second and third level indicators were determined by Delphi method.Conclusion:In the research,the expert active coefficient was 100%(>70%),which means experts paid high attention to this consultation;the expert authority score was higher than 0.70,which means the expert authority degree was relatively high,and the result of this study was reliable;the expert coordination coefficient was nearly at 0.3,as literature described;in 61 indicators at the third level,more than 42 indicators' full mark rate of importance were greater than 0.50,which means the consistency of expert opinions was good;as to the Cronbach's a coefficient of importance and authority degree,both of them were higher than 0.90,which means the credibility of these indicators was high;the total S-CVI/Ave value was also higher than 0.90,which means the index of content validity was ideal.
