Community health service has close relationship with people’s health. The community health center as the basic level of health service institution, it bears the responsibility to provide community residents safe, comfortable,economical and medical public health service in a timely manner. With the continuous deepening of the medical and health system reform, the state invested more and more in community health service, aiming to promote the sustained and healthy development of community health service center and provides the high quality of community health service to the public. However, how to guarantee the effectiveness and quality of the investment in community health service? That is to establish the appropriate community health service performance appraisal system, which helps improving the service quality, standardized service behavior and make sure the sustainable development of community service and at last to provide reliable basis for government investment.Based on the CHQ community health service center as the research object, combined with the community health service and performance appraisal theory, and through the analysis of the existing problems in CHQ community health service center of performance appraisal, proposes a suitable improvement ideas and methods for CHQ community health service center of the actual situation of the performance appraisal system improvement ideas and methods, to help establish a scientific, objective and operational performance evaluation system for CHQ. This paper introduces the present situation of CHQ community health service center at first; secondly, it expounds the present situation of performance evaluation of CHQ community health service center, and analyzed the existing problems in CHQ community health service center on performance appraisal; finally, according to those problems exist in CHQ health service center performance evaluation, improvement mentality is proposed.In this paper, the study found that CHQ community health service center performance have the problem of improper positioning and unclear objectives, the lack of the basic framework, the stereotype of main assessment, lack of comprehensive assessment index, and also assessment method is rough, problems of lack of norm and performance planning, guidance, communication, feedback and incentive mechanism is very obvious, the implementation of assessment of CHQ helps to improve community health service performance evaluation system,which should focus on the basic framework of the government, community residents, professional evaluation institutions and community health service center staff and other stakeholders to establish performance appraisal, following the performance appraisal index in the basic frame on the formulation principle, formulating assessment index system by using the Delphi method of expert consultation, and the establishment of communication and feedback mechanism performance planning, counseling, performance appraisal, perfecting incentive mechanism. Only in those ways can we keep the continuous improvement of the community health service center performance.With the development of the times, the team has become the main operating mode of the organization, and team performance research has become the one of the hot sopts. Management, integration of psychology, organizational behavior, political science and other disciplines are developing fast and promoting the development of team performance in many areas.Now researchers making a lot of research about the aifective factors of team performance and has made many achievements.
