Community health service is important for urban health service.It is the basis of both public health and basal medical service system,the basic path of letting everyone enjoy the primary health care,and the important content of promoting society fairness,maintaining society stability and building a harmonious society. Up to 2006,in China,Urban Health Services were developed in more than 95 percent of prefecture-level cities,86 percents of proper cities and some county-level cities.There exist more than 3400 community healthy service centers and more than 12000 community health service stations in China.In all,108 demonstration regions of community health service had been established.A team of medical service engaging in the community health service has been formed gradually.The performance assessment of community health service is based on the request of the community health service plan,and is the inherit and development of such plan.By way of assessing and solidifying the obtained effect and adopting the corresponding measures,the occurrences of the similar events could be prevented. Community health service is the subsystem of the whole health service system, during the establishing and developing process of which,performance assessment should be used.Only in this way could we find the existed question in time and develop the service network system with high efficiency,which is the basis of supplying fair and effective community health service.Based on this background,10 community health service centers in Jinan city of Shandong province were chose to be investigated.The purpose is to solve questions below:1) establishing the proper performance assessment indicator system used specially for health service centers in Jinan;2) doing performance assessment in the demonstration regions and obtaining assessment data by using performance assessment indicator system of community health service centers in Jinan,which is argued by experts;3) validating the rationality,practicability and maneuverability of performance assessment indicator system established above and then performing a across-the-board,intact,scientific and effective performance assessment on community health service centers in Jinan;4) investigating the influential factors of the salary of community health service centers in Jinan,and then studying the relationship of the salary,the performance of community health service centers,and the types of community health service.We obtain abundant qualitative and quantitative data by reviewing literature, consulting experts and investigating field and so on.By using descriptive statistical analysis,single factors statistical analysis,multi-factor statistical analysis, accumulative synthetical grading analysis and experts discussing,we perform data management and statistical analysis.Main results:Investigative result:1) the performance assessment indicator system of community health service centers in Jinan was formed after twice expert consultations.Fuzzy mathematical evaluation method was used to calculate the weight of indications,which considers the different attributions of indications. Final weight was fixed accurately on the basis of both subjective choose and mathematical and statistical analysis.2) Based on the results of synthetical grading analysis,we evaluated ten community health service centers in Jinan by using the indicator system developed above.Factors analysis,Cronbach's alpha coefficient,cluster analysis and variance analysis were used to test the results' validity,reliability and differentiation.It is shown that the indicator system has favorable validity,reliability and differentiation.Thus,it can be used in practice. Obviously,this study is one of advantage and particularity.3) The analytic result of the composed elements of the performance system of community health service centers shows that financing devotion,community medical,community health education,community family planning,the work efficiency of community health service affect the graded result and class category of evaluated objects obviously.That is to say,for the area with poor performance assessment result,it is crucial to advance aspects above,with the purpose of improving the whole performance of community health service.4) The analysis of the salary influential factors of the community health service centers in Jinan shows that centers' types,centers' performance,the title of a technical post,length of service and work risk are influential factors of the salary of the community health service centers.Length of service,centers' performance,work risk have positive correlation with salary,while the title of a technical post,the centers' types have negative correlation with salary.5) The health resource allocation of community health service centers in Jinan is not fair.Most of the centers is located in Lixia District of Jinan city.It reveals that government should pay more attentions on the rational allocation of the community health resources.Suggestion:1) Government should keep on strengthening the investment on community health service.2) Community health service centers should improve the service of community medical,community health education,and community family planning.3) Workers' salary should be increased though improving the whole performance of the community health service centers.4) Government should consider more on the rationality and equity of the allocation of community health resource.5) Requirements for opening community health service centers should be downgraded,and the individuality and marketization of the community health service centers should be accelerated.6) The methods of performance assessment should be chosen according to specific conditions.
