With the domestic public hospitals in public health care reform entered a critical stage oriented,the medical staff can give full play to the initiative and creativity in the medical reform,the hospital can become a better play of social welfare and provide high quality medical services to the community to face a major problem.L hospital is a public hospital in the past which has been continuing its reform,on the one hand,plays a key role in the medical staff of the health care reform,on the other hand,continues to solve the incentive mechanism of the medical staff who are a series of hospital development strategy to fit the incompatible problem.Therefore,in order to stimulate the key role of medical personnel in the medical reform,L hospital need to construct a scientific and reasonable incentive mechanism to stimulate medical staff's initiative and creativity to achieve the "public welfare oriented" health care reform.This paper first summarizes the domestic and foreign medical personnel incentive literature,expounds the incentive mechanism related theory,to lay a solid theoretical foundation for the full text.Secondly,it discusses the incentive mechanism of the medical staff in L hospitals which was deep-seated causes of the salary management,performance management,job promotion and appointment,staff training and development and the present situation of hospital culture and management from institutional constraints,lack of understanding of funds and incentives,advantages and disadvantages and other aspects.Finally,the guiding ideology based incentive mechanism for medical staff of L hospital and related environment analysis,put forward from the optimization of salary management,deepen the reform and improvement of performance management,job promotion and appointment mechanism,improving the training and development management and strengthen the construction of hospital culture to build a scientific and reasonable incentive mechanism effectively,in order to achieve L hospital development in the medical market competition.
