National new health system reform adjusts the health resources allocation as an important task of regional health system reform.The government encourages to take advantage of hierarchical medical system to promote the regional health resources to be got rational disposal.While,the hierarchical medical system has obtained little or no effectiveness.The sustainable development of hierarchical medical system can't do without the support of the theoretical research.So,for solving the problem of the health resources' low operating efficiency,especially the medical staff configuration problem,this paper studies the incentive mechanism of hierarchical medical system between some basic-level hospitals and a superior hospital based on the agency theory.Then,it does some qualitative analysis for hierarchical medical policy at the government level.First,it built a multi-task principal-agent model between a basic-level hospital and a superior hospital.It took into full account the input-output fairness preferences,the agency cost and the effort-to-overflow benefit based on single principal-agent theory.It was aimed at making an effective incentive mechanism under symmetric information and asymmetric information.It used a combination of the agency theory and the optimization theory to solve the model.Then it analyzed the results and at last arrived at some suggested conclusions.Second,it expanded the traditional single principal-agent model to multiple principals-single agent model of mutual agency theory.It built a two principals-single agency model between two basic-level hospitals and a superior hospital under asymmetric information.It was to study the incentive mechanism in different situation considering the efforts-to-benefit transfer coefficient and the maximum level effort comprehensively.In one situation,the principals competed with each other.And in the other situation,the principals cooperated with each other.Then it compared the two models in different situation and analyzed the influence that competition and cooperation exert on the incentive mechanism.Finally,it put forward the countermeasures for the basic-level hospitals and the superior hospital according to the above conclusions to encourage and guide the superiorhospital to help the basic-level hospitals actively As a result,the basic-level hospitals could improve their medical technical level;in addition,it studied the policy of hierarchical medical system from the perspective of the government and offered policy proposals.
