ObjectiveTaking Beijing as an example, this paper putted forward demands of information sharing based on the analysis of business collaborative demand in hierarchical medical, including the information content, business link, range of institutions. Then this paper putted forward the realization strategies of sharing information combined with current situation and existing problems of Beijing.Contents1. Analysis of demands of business collaborative in hierarchical medical in Beijing. In view of the problems in business collaborative in hierarchical medical, combined with interviews with business personnel, proposing the specific demands of business collaboration.2. Analysis of demands of information sharing in hierarchical medical in Beijing. According to the information sharing service demands crossing business and sectors, figuring out data exchange content and the scope of the agency.3. Status of information sharing of tiered medical in Beijing. Analysing construction situation of information resources and information sharing status, and comparing with the demand of information sharing, and then putting forward the existing problems.4. Putting forward the strategy of information resources sharing in hierarchical medical in Beijing. In view of the problems existing in the information sharing, put forward the strategy of information resources sharing according to the current situation in BeijingMethodsGuiding by the information engineering methodology, we took the process as "function areaâ†' business processesâ†' business activities’to construct the business collaborative model in hierarchical medical. During the process, a sort of methods were applied in this study, such as literature and website review, questionnaire investigation, in-depth interview, and experts consultation etc.Results1. Analysis of demands of business collaborative in hierarchical medical in Beijing. In view of the problems in business collaborative in hierarchical medical, combined with interviews with business personnel, proposing the specific demands of business collaboration. Collaborative Medical services includes 3 function areas of two-way referral, telemedicine, chronic disease management, business collaboration supervision includes 2 function areas of health resources and medical service supervision, security system includes 2 function areas of establishmert of policy system and establishment of legal norms. And then analyzing the procedures in every function area and the responsibility for different institutions, figuring out collaborative business links between institutions.2. Analysis of demands of information sharing in hierarchical medical in Beijing.(1) Sorting out the information of organizational institutions generated by business in hierarchical medical. The information in community health service center is mainly residents health records, collaborative healthcare and colligation management information. The information in hospital is mainly diagnosis and treatment and comprehensive management information, government departments mainly produce statistical evaluation information and decision information. And then established the overall information resource logical architecture.(2) Demands of information sharing in hierarchical medical in Beijing. According to the content collaborative business and the cooperation relationship between institutions, clarifying source and destination of the shared information for different business sectors, and then establishing data sharing relationship graph.3. Status of information sharing of tiered medical in Beijing.(1) Analysis of construction status of the information resources. Medical institutions have good information foundation level. The construction of basic resource base is good. The integration information for collaborative service and statistical evaluation information is lacked in business information resource base. The information for business collaboration supervision is lacked in sharing information resource base.(2) comparing analysis between the current status of information sharing and the demand of information sharing. There is a large gap in information sharing of collaborative healthcare among various medical institutions in Beijing. Business guidance mechanism is imperfect. Collaborative service collaborative information distributed in different medical institutions has not been integrated. Most of the information sharing is single direction information collection, lacking of information feedback mechanism.4. The strategy of information resources sharing in hierarchical medical in Beijing. Establishing a unified medical information resource sharing platform. Improving business guidance mechanism in the medical cooperative service. Unifying patient identifier and enhancing interoperability between systems. Improving content and scope of information collection and sharing. Providing information sharing service according to the user needs and using the appropriate storage method.SummaryInformation sharing demands in tiered medical include three aspects:the first one is medical information, health records and business guide information sharing for medical cooperative service between different medical institutions. The second one is supervision information sharing between medical institutions and government departments. The third one is decision-making information sharing between different government departments. In view of the gap between the status of information sharing and the demand of information sharing, to meet the needs of the information sharing, the paper putted forward strategies of information resources sharing in hierarchical medical, including strengthening the unified planning of information sharing and construction, improving business guidance mechanism in the medical cooperative service, unifying patient identifier and enhancing interoperability between systems, improving content and scope of information collection and sharing, providing information sharing service according to the user needs and using the appropriate storage method.
