| In recent years,to improve hierarchical medical system,a large amount of policies is promulgated by the Chinese government,and several ways are explored by the local governments actively.However there are numerous difficulties to implement the hierarchical medical system,because multiple stakeholders have been involved during the implementations of these policies.In order to achieve "patients to medical treatments" and solve "medical services unaffordable and inaccessible" problem gently demands an essential design of medical reform and balanced profit supplies of relevant entities.This article takes Kunming city as a study site where a 3-A-grade hospital and a community medical institution are selected to analyze features and profit demands of relevant entities in the course of hierarchical medical system implement.Based on discrepant set of agencies and statistic number of admitted patients,discharged patients,di-referral(di-direction-referral)of those two facilities the existing problems about hierarchical medical system implement process from the perspective of stakeholders in Kunming can be analyzed.Countermeasures and rational suggestions are given to optimize the configuration of medical and health services.This article is divided into 6 parts.Part one is an introduction for the research of hierarchical medical system including background and significance,domestic and overseas study review,main content and method,relevant theories and concepts,difficult and innovative points,cases selecting.Part two is a brief introduction for concept and feature of hierarchical medical system,purpose and consequence for reform of medical and healthcare system in China.Part three is a brief description and analysis of recognition of relevant entities based on stakeholder theory.Part four is a comparison about policies and data of 2 medical facilities in Kunming.Part five is an analyze causes and solutions for part 4.Part 6 is the summary and conclusion. |
