The national immunization program(NIP)carries out valuable measures and means to prevent disease,save lives,protect the health of citizens,promote the development of global health,and reduce the cost of healthcare from the source at the national level.At present,the immunization program has covered 14 kinds of vaccines,and can be used to prevent 15 kinds of infectious diseases.From the perspective of national macro level,the immunization program has made remarkable achievements in China.The relevant policies of immunization program is being constantly increased,and increasingly completed.Meanwhile,the level of people's health has also been steadily improved.However,compared to the level of that of developed countries,there is still significantly inadequate somewhat,and some problems that cannot be ignored during the implementing process of NIP.According to the theory of public value,in order to meet the needs of the public,the government should be based on citizen satisfaction.The political system led by the ruling party must pay attention to the value preference of the social system,and put it into decision-making and behavior of government to make the social system run well.This paper focuses on the problems and effect of immunization program implementation,there can be two questions to be answered: One is the effect of existing immunization program implemented,which is whether to effectively curb the epidemic and the spread of infectious diseases,enhance the level of public health services,and improve the effect of national health quality;the other is the rationality of the implementation process of immunization program,namely,is whether to implement the policy,and how about citizen participation and government efficiency and so on.To answer the two questions above,this paper,one hand,conducts combing and conclusion for the changing course of NIP and the current status of the implementation of existing immunization program,which is for sake of explore the implementation effect of NIP.On the other hand,this paper is based on public value,with the help of the interaction theoretical model of M.McLaughlin,starting from the debugging process of interaction between the “communitydoctors” as the executing subject of grassroots in the immunization program and “the parents of children” as the target groups under the policy,explores the process of interaction adjustment between value preference and interest value in the actual implementation of immunization program.In the specific research process,this paper takes advantage of the ideas of exploratory qualitative research to explore the issues of immunization program implementation.A total of 17 parents of children and 6 community doctors selected in the city of L were interviewed by semi-structured interviews to obtain first-hand information.With the methods of content analysis and category analysis,to classify and refine for research data gains value preference and characteristics of the policy execution subject and target group respectively under stimulus from NIP,and puts forward four pattern formed by interactive matching between interest values of the two objects.This study suggests that the degree of interaction adjustment between value preference and interest demands of executive subject and target groups in the implementation process of immunization program is an important factor to determine the implementation effect of the immunization program.This paper analyzes the problems existing in the implementation process of the immunization program and puts forward some suggestions and measures to solve the problems.Thus,the research basis is offered to further expand the immunization program and improve the relevant policy system.
