The development of medical liability insurance in the developed countries in Europe and America is relatively mature,some countries have established a perfect system of compulsory medical liability insurance.However,the medical liability insurance in our country to carry out the time is late,and there are voluntary insurance and government guaranteed two modes,including government system security model has some mandatory,but due to various factors,system security model in the specific implementation process has exposed a lot of problems.Guangzhou city is the work of the medical liability insurance pilot in China to carry out one of the city earlier,after more than and 20 years of development,has made some achievements,but still in the early stages of development,the medical liability insurance the insurance costs is not reasonable and the type of insurance is single and lack of government guidance and other issues effectively.In recent years,Guangzhou medical disputes frequently,the medical industry for the implementation of mandatory medical liability insurance is growing louder and louder.This study attempts to summarize foreign compulsory medical liability insurance system implementation condition and analysis of the status quo and problems of medical liability insurance in our country,combined with the actual situation of Guangzhou city survey and empirical results,preliminary study on necessity and feasibility of implementing the compulsory medical liability insurance in Guangzhou City,Guangzhou City,with a view to the implementation of the mandatory medical liability insurance put forward the conception and specific policy recommendations,to provide new ideas for the development of medical liability insurance in Guangzhou city.Objective: Combined with the literature and empirical findings,based on the status of implementation and the specific social background and conditions in Europe and the United States of compulsory medical liability insurance,medical liability insurance in Guangzhou City,a comprehensive analysis of development situation and problems,explore the necessity and feasibility of the implementation of the Guangzhou compulsory medical liability insurance,to explore the future development of the medical liability insurance in Guangzhou city the medical liability insurance,promote the benign development in the local area.Methods:(1)the literature analysis method: literature at home and abroad on medical liability insurance development,theory research,practice and development of literature and research results,provide sufficient theoretical support for the research;(2)questionnaire:.A questionnaire survey was conducted on the related issues of compulsory medical liability insurance in Guangzhou.Using stratified sampling method to select ten medical institutions in Guangzhou City,and adopting the method of random sampling survey of medical staff,in order to obtain the relevant empirical analysis data;(3)data analysis: analysis of survey results using the statistical software,which explore the valuable information,providing data support for the research;(4)Comparative Analysis: analysis and comparison of several typical foreign medical liability insurance model,to explore the similarities and differences between different medical liability insurance model and implementation model of medical liability insurance mandatory background and conditions,provide the basis for this study.Results:(1)the present stage of foreign medical liability insurance pattern mainly includes: self-type model of medical liability insurance,medical liability insurance,mutual insurance organizations into the mode of medical liability insurance model and government oriented model of medical liability insurance.(2)the implementation of the mandatory medical liability insurance in Guangzhou is to explore the Doctor-patient Conflict Mitigation,and Guangzhou city have the mandatory medical liability insurance: tense doctor-patient relationship problems,the current medical liability insurance model does not meet the requirements of the law of large numbers,medical institutions and medical personnel gradually raise risk awareness and so on;(3)survey shows that some information: medical staff cognition degree of medical liability insurance is higher,insured medical liability insurance medical personnel yuan,medical staff on the mandatory personal and medical institutions to purchase medical liability insurance positively,the medical staff think that the implementation of compulsory medical liability insurance outweigh the costs;Conclusion: Analyzing the development process of foreign medical liability insurance,the compulsory medical liability insurance model has gradually become the mainstream mode of foreign countries.According to the theoretical analysis and empirical investigation results,there is necessity and feasibility of implementing the compulsory medical liability insurance in Guangzhou City,which can not only satisfy the law of large numbers,to maintain the operation of insurance companies,but also timely compensation with economic losses.Through empirical investigation,the medical staff in Guangzhou city high degree of medical liability insurance to support the implementation of the compulsory medical liability insurance,that can play to avoid medical risk,reduce the pressure of medical damage compensation.Guangzhou city should make efforts from the three aspects of government,insurance and medical practice of compulsory medical liability insurance.
