| Objective: Fuzhou New Cooperative Medical System(NCMS) after entering the universal,rapidly rising hospital costs has become an important factor in its healthy and sustainable development.If it is not effectively controlled the rapid upward trend, NCMS fund security will face serious challenges and difficult to guarantee the participation of farmers benefiting.In the context of the rapid growth of hospital costs, research and analysis 2010-2014 NCMS general situation,hospital costs, control measures and effects, get the problems and to be analyzed. Fully learn from the research and experience, provide the theoretical support and policy advice of next phase of cost control measures of Fuzhou NCMS.Methods: According to the data durning 2010-2014, combines the quantitative and qualitative, theoretical and empirical and use of descriptive statistics for the general situation, hospital costs, the cost control measures and effect analysis.Time series model to forecast and analyze the case. At the same time, to interview the NCMS staff on questions related to hospital costs.Results:(1) Fuzhou NCMS is running well;(2) Higher hospital costs in the high-level, patient focused on high-level institutions, the fund is highly concentrated in the high-level;(3) 《Drug Directory》(2013)control costs obviously effect, adjust compensation scheme effective mitigation fund pressure, limited effect in payment reform, control to meet the requirements of medical indicators, audit debit return to the funds, etc;(4) Time series forecasting analysis results can be obtained control costs reach 58.68-116.42 millions.Conclusion: Fuzhou NCMS control cost situation is most severe in 2012 and 2013. Then alleviated to some extent in next two years. By accelerating legislation, improving payment reform, set up first diagnosed and two-way referral system, scientific design compensation schemes, improve supervision and management mechanism and boosting administrative levels to enhance cost control measures. |
