Study On Developing Capacity Indicator System Of The County Level Maternal And Child Health Care(MCH)

ObjectiveTo establish a scientific,comprehensive and practicability index system for developing capacity of the county level maternal and child health care(MCH).MethodsIn this study,literature review and Expert reasoning method were used to establish the indicators framework and alternate indicators,combined with the indexes of national maternal and child health care resource and operating monitoring system(for short health care monitoring).Using Correlation coefficient method,factor analysis,the principal component and expert seminar,cluster analysis to select indicators,on the base of the 2012 health care monitoring data.Expert grading method was employ to calculate the weight of indictors.On the base of the 2012 health care monitoring data,TOPSIS method,RSR method and combined method were applied to evaluate the 100 county level MCHs of Hunan province,Built a random sample of 20 institutions,and did subjective evaluation on the development ability by the leader of MCH administrative department of human province and provincial level MCH management experts,then compared the consistency of the two kinds of evaluation results and the degree conforming to with the reality,to verify this evaluation index system.Results1.Having an indicator system composed of three dimensions,namely resources allocation,service capacity and potential development,including three first class indicators,8 second ones and 33 third ones.The resources allocation dimension is composed of human resource,material and information.Service capacities composed of jurisdiction management service and hospital service.Potential development is composed of hospital management,economic operation,scientific research and study.2.Having confirmed the weight of the indicators.The weight of the first class indicators are 0.33,0.40 and 0.27 respectively;the weight of second class indicators are 0.42,0.31,0.27,0.48,0.52,0.39,0.32,0.28 respectively.3.Indicator system validation results.The results of consistency kappa coefficient is 0.211,about the combination evaluation(TOPSIS and RSR method)and subjective evaluation,and the evaluation result is also consistent with the actual situation.ConclusionBased on health care monitoring system,the subjective and objective method were used in our study,and through establishment of evaluation index framework and alternative index,index selection,empowerment,evaluation index system,to establishing the evaluation index system of developing capacity about the county level MCH,those method were literature study,expert consultation and expert seminar,mathematical statistics analysis,etc.
