Research On Construction Of The National Emergency Medical Rescue Team Of The Chinese People's Liberation Army

The research is to study the construction of the national emergency medical rescueteam(NEMRT) of the Chinese People's Liberation Army(CPLA) by the methods ofsystem analysis,content analysis,expert consultation, mathematical statistics;drawlessons from the construction of the national health emergency team and theemergency medical rescue team of foreign army;study theconcept,property,characteristics,mission and function of the NEMRT,the backgroundand characteristics,the constitution of the major ability factor of the construction ofthe NEMRT;analyse the problem,general design the construction of the NEMRT withthe guide of construction's theories and needs; put forward strategies and measures.There are seven parts in the thesis, which is composed of the preface and sixchapters.The preface introduces the background, purpose and significance, maincontents,method and technique route of the study. The main contents are as following:Research on the construction of domestic and international emergencymedical rescue forces,which primarily reviews the construction of the national healthemergency team,the emergency medical rescue force of the foreign army of theUnited States, Canada, France, Russia, Japan, Israel, Germany, Italy;summarys thecharacteristics or mode of its construction and draws lessons from their experience.Basic Research on the construction of NEMRT,which primarily defines theconcepts of emergency medical rescue, emergency medical rescue team, NEMRT andso on;analyses the organization property and form,the situation and background, basiccharacteristics and principles,and the theoretical basis of the construction of NEMRT,which lays the foundation for further research.Problem analysis of emergency medical rescue by CPLA's mobile medicalteam, The method of content analysis is introduced and applied to analyse thecontents of92retrieved literatures related to the construction and use of the CPLA'smobile medical team,with the result of establishing8A and16B class ofcategories.There are mainly6problems in emergency medical rescue by the CPLA's mobile medical team,which includes equipment support,organization andcommand,medicine support,medical service training,organizationconstruction,medical service preparing plan descendly sorted by frequency ofliteratures. Detail problems,which provides the basis for determine the problems needto be solved in the construction of NEMRT,are analysed through the B class ofcategories.The constitutions and construction requirements of major ability factors ofthe NEMRT,determines major ability factors of the NEMRT and their importance byexpert consultation after analyzing the basis and principles of determining it,forms themajor ability factors system of the NEMRT,which includes6A class factors,17Bclass factors,29C class factors,with the connotation and requirements of everyfactors.General design of construction of the NEMRT,which is composed of7parts.Firstly,clearly defines the mission,general and detail target of construction of theNEMRT.Secondly,designs the organization structure after the design ofjobs,departments,responsibilities and rights,ranges and levels of management on thebasis of function analysis. Thirdly,according to indicators of army field medicalstation and needs of emergency medical rescue,referring to the national relatedregulations,demonstrate the technical structure of NEMRT.Fourthly,designs theallocating scheme of medicine and equipment,put forwards that the mode of medicinestore and supply is basic module(medicine war reserve) plus supplemodule(flood,earthquake,fire,special crowd)plus single variety of medicine(lack ofthe law of comsumption); the allocating scheme of equipment take the mode of basicmodule plus supple module,where the basic module is composed of the basic medicalequipment of the army field medical station,the3supple modules includingequipment used for flood,major casualties accidents(earthquake,major trafficaccidents,mine accidents,aviation accidents), and fire disaster relief.Fifthly,designs therelations among departments,standard system,preparing plan,operationalmechanism,and organizational adaptation.Sixthly,proposes several informatizationmeasures,which includes linking to national medical information platform,reformingthe information system for army field medical station,developing command&management information system and patient care smart expert system,developing orreforming informatizative medical equipment.Finally,strengthens the organization'sadaptation by reasonable arrangement of jobs and staff, flexible grouping,enhancing the forecast of mission and environment,strengthening cooperation amongdepartments,lowering organization resource's excessive dependence uponenvironment.Strategies and measures research,which is composed of6parts.Firstly,makesclear the responsibilities and strengthen organization andleadership.Secondly,establishs the Communist Party and Communist Youth League ofChina,enhances the construction of ideology.Thirdly,launchs pilot construction toensure quality.Fourthly, uses the method of comprehensive integration to formcomprehensive rescue ability.Fifthly,launchs base training of medicalservice.Sixthly,enhances inspection and evaluation.There are four innovation in the thesis:Firstly, brings forward the matrix structureamong NEMRT and its dependant hospital on the basis of organization theory for thefirst time.Secondly,carries out research into problems of CPLA's mobile medical teamby the method of content analysis.Thirdly,applis the method of organizational designto devise the organization structure,technique structure,materialallocation,operational mechanism,organization adaptation of NEMRT.Fourthly,breaksthrough the traditional mode of medical service preparing plan and draws up the newkind of preparing plan and its template according to the main line of rescueprocedures.Some results has been adopted by the General Department of the ChinesePeople,s Liberation Army(CPLA),such as the characteristics and basic principles ofconstruction,the constitution of ability factors and its construction requirements havebeen issued on construction program of medical&disease prevention rescue team bythe General Staff Headquarters of CPLA and regulations onconstruction,management&use of NEMRT by the General Logistics Department ofCPLA.Research on the ability construction and examination&evaluation of medicalservice forces in military operation other than war has been accepted by the report ondevelopment of CPLA's health service.
