A Study Of The Public Hospital Management System From The Perspective Of Ethics

With the gradual deepening development of the medical and health cause in China,Promoting the reforrm of the public hospital which become an important breakthrough,exploring suitable management system and operation mechanism of the public hospital so that improving the quality and efficiency of medical service is one of its goals.Because of China's political and economic system,social expectation and limitation of medical development,ctc.The hospital has been confronted with problems and arguments on the doctor-patient relationship,notion of interests,medical humanity,etc.these hinders construction and administration of hospital image and development.Therefore,there be a problem urgently to solve that is ethical relationship.In this paper,the author draws from previous researches and experience,puts forward the perspective of institutional ethics,examine the problem of hospital management,analyzes the institutional factors involved,and combined with the ancient Chinese philosophy and ethics idea that proposes on how to achieve the harmonious development of the public hospital management based on institutional ethics.As the basis of system construction,ethics is embodied in all aspects,but it is easily ignored by managers and executives.as one of management ideas that cost less resources,maintain order better.lt provides a new idea for the reform and development of public hospital management.In fact,the hospital management itself fused the ethical content,displays in:Firstly,form employee's psychological identity and consciously abide by hospital culture;Secondly,with the medical professionalism supplement each other and guiding the spirit into action;Thirdly,to strengthen the medical humanities accomplishment so that defuse doctor-patient conflicts.Therefore,the application of institutional ethics to the hospital management system has a very important practical significance.This research is based on the status of the public hospital's management and its consequence.the paper text as reference to policies and regulations,reviewed the vital achievement in hospital management system and its development trends.using Delphi method that consulted 28 middle managers who serve in 7 public hospitals,respectively,in Guangzhou.By expert consulting,depth interview and literature review as a result that the hidden rules behind the institutions,system dynamic is poorer and system acts as a force is weak.etc,which causes the medical corruption,the staff unconsciousness,stresses benefit and ignores justice,had an impact on the public hospital management ethics.According to the ethical requirements,there be divided hospital management system into four categories of personnel,production,market and administration,respectively.selected from these systems and guided by case,analysis the result why not have a high level of institutional ethics in hospital management system at the present stage in our country.To find a theoretical way to construct hospital management ethics system is the key proposal of this study.It is an important characteristic of hospital management system of ethics that focus on the future prospective,focus on the trait of pragmatic,and pay attention to the global immunity.In addition,it is an important premise and feasible way that clarify the relationship system and ethics and boundary,confirm the status of ethics in the management system,establish targeted monitoring and correction mechanism.To prescribe the right remedy for hospital management implementation of institutional ethics is the value of this study.On the basis of the theoretical framework,For hospital management system of classification for each category for specific case analysis;Confirmed the incident behind the dominant system of the main problems and contradictions,and positioning the health variable;Applying the theory of management control in work,to confirm management control type and the identification of the class system which should pay attention to the ethical issues;Using ancient Chinese philosophy thought for the problem analysis and put forward the strategy.
