An Investigation Report On The Medical Liability Insurance In Jiangxi Branch Of CPIC

In 2014,the people's Court of China received 19944 cases of medical disputes and mediation cases.In the same year,the people's mediation of medical dispute cases as high as 66 thousand,the number of disputes mediation success accounted for more than 85%,and from the current situation,China's medical dispute frequency showed a rising trend year by year.Therefore,the medical dispute is an important factor that puzzles the hospitals.In order to avoid the hospital and patients face disputes,government departments actively promote medical liability insurance(hereinafter referred to as the medical liability insurance)of the pilot work,and in 2006 launched the pilot work,by the end of 2013,the National more than two hospitals in the medical liability insurance of up to more than 6000,accounting for hospitals of grade two or above in China,it accounted up to 60%.With the deepening of the pilot work,the medical dispute resolution mechanism has been gradually formed "three mediation and one insurance" in China.In this paper,Jiangxi branch of CPIC as the research object,analyzes and summarizes the company's problems in management of medical liability insurance,at the same time in reference to the long-term development of the medical liability insurance management experience at home and abroad on the branch puts forward many suggestions by using the method of comparative analysis.This article from the following sections of Jiangxi branch of CPIC at operating medical insurance related to the introduction.In the first part,this paper describes the definition and characteristics of medical liability insurance,and describes the importance of medical insurance from maintaining social stability,and promoting medical innovation and protecting the rights and interests of patients.In the second part,this paper sum up the existing problems in the investigation of medical liability insurance in Jiangxi branch of CPIC,the main problems include The premium pricing model is single,the premium adequacy is not guaranteed,the contract link is not rigorous,the payment data lags behind,and lack the professional service team.In the third part,this paper compare from the aspects of the basic framework,existing problems and countermeasures of related medical liability insurance development in the United States and Taiwan,summarizes its successful experience,and point out that the development of Jiangxi branch of CPIC should improve the database system,perfect medical system internal reporting system,standardize the medical liability insurance clauses and the establish a multi-level adjustable mechanism to speed up for the medical liability insurance.In the fourth part,this paper uses the method of deal with specific issues,and focus on solving the outstanding problems existing in the management of the above problems.One is to reduce the cost of the policy rate,strict cost control;two is to increase the underwriting link control efforts;three is to improve the processing speed of claims;four is to cultivate professional talents,improve the quality of the team;five is to strengthen communication and coordination with other departments.Through questionnaires,interviews and other means,Jiangxi branch of CPIC insurance has been investigated for 6 months.The investigation result shows that the medical liability insurance company has a serious loss and a weak profitability.In the end,the company also needs to cooperate in many ways to improve the medical liability insurance business.I believe,with the medical liability insurance pilot work,insurance company management of medical liability has rich experience and regulations continue to improve,in the near future medical liability insurance will play a more prominent role,realize the maintenance of social stability and promote medical innovation value.
