The equalization of essential publicly-funded healthcare services is the goal that our government has already established,and its purpose is to try to ensure that the residents have equal access to essential publicly-funded healthcare services and enjoy equally healthy authorities.Under the new situation,people's material life has been greatly improved,healthy consciousness strengthens gradually,the demand for healthy services is more diversified and high quality.The equalization of essential publicly-funded healthcare services is necessary requirement to achieve social fairness and justice,is the key link to construct “Health China”,therefore the government have responsible for undertaking the functions of public administration,and strive to achieve the equalization of basic public services,including essential publicly-funded healthcare services.Through many years of efforts,China has made great progress in the equalization of basic publicly-funded healthcare services,the level of publicly-funded healthcare services has improved significantly,and the content of essential publicly-funded healthcare services package continue to refine and deepened.However,the essential publicly-funded healthcare services should not only stay in the overall increase of the quantity,but also must be a breakthrough in terms of quality,and effectively solve such problems.The supply and demand of essential publicly-funded healthcare services do not match,the health resources are distributed unevenly during different areas,input and output are not proportional.The equilibrium of essential publicly-funded healthcare services is only the most basic standard for publicly-funded services,and we should pay more attention to the balance of the quality.In view of this,this paper launched the research on the equilibrium of essential publicly-funded healthcare services in China,and proposed relevant suggestions.Based on the systematic summary of the academic research results in home and abroad related literatures,highlighting the specific needs of Chinese transformation ofeconomic and social development,based on the classical model of Health Economics—Grossman model,combining relevant data in China Health Statistics Yearbook,this paper analyzed comprehensively the supply and demand,input and output,achievements,existing problems and possible triggered factors in the equilibrium of essential publicly-funded healthcare services,it may be significant to accelerate the implementation of health China and China dream,a great renewal of Chinese nation.This paper consists of five parts,the first part introduces the background and significance of the topic,and the domestic and foreign literatures from the two aspects of theory and empirical analysis,also illustrates the research ideas,research methods etc.The second part is the summary of the relevant theory,firstly,expounding the connotation of health capital and health production function,health capital demand,health services demand,essential publicly-funded healthcare services,the equalization and equilibrium of essential publicly-funded healthcare services,analyzing the labor force supply and demand as well as regional configuration in the medical healthcare department.Finally,from the perspective that essential publicly-funded healthcare services are public goods,to illustrate the economics principle on health care department of government intervention.The third part is the explanation of Grossman model,including the forms,the constraint conditions,equilibrium condition and the factors of influencing equilibrium point.The fourth part is the current situations and problems on equilibrium of essential publicly-funded healthcare services,this paper collected a series of data from 2015 China Health Statistics Yearbook,using common standards of Health Economics Research,including the supply and demand of essential publicly-funded healthcare services,people health status and healthcare services accessibility,and by using supply demand analysis and input-output analysis methods,carrying out comparison of relevant data from horizontal and vertical perspectives.The analysis' results indicated that the overall fiscal expenditure of essential publicly-funded healthcare services are still insufficient,structural imbalance of spatial supply and demand of publicly-funded healthcare services is evident,the level of services is poor,the effects of this policy is not significant.The last part put forward some targeted suggestionsbased on the uneven situation of essential publicly-funded healthcare services in China,from the government's aspect,firstly,we should increase financial investment especially transfer payments of essential publicly-funded healthcare services' supply.Secondly,further optimize the structure of supply,satisfy diverse demand.Thirdly,correctly handle the relationship of fairness and efficiency in the field of essential publicly-funded healthcare services.
