Study On Medical And Healt Public Srevices Of Public Hospitals In Hohhot

Medical and health public services is closely related to everyone,and has always been a fundamental concern of the party and the state.With the constant improvement of the level of material condition and spiritual life,people more and more attention to the level of supply of health services.Hohhot as the capital city of the Inner Mongolia Autonomous Region,the medical and health public services level is at the leading position in the twelve Union Cities,its medical and health service system is relatively perfect.Along with the rapid economic development and the improvement of people's living standard,the people's demand for medical and health public services has been improved.Because the people's demand for medical and health public services has been improved,there is a gap between the content and level in medical and health public services in quantity and quality and people and society's diverse needs.This paper analyzed the current situation and existing problems of medical and health public services in public hospitals in Hohhot from the perspective of public management and put forward the solutions.In public management theory,medical and health services are public goods in nature.This paper through the descriptive study,field research and questionnaire survey from the perspective of the supply of public goods,on the point of the key function from the government's provision for public health service and provision for medical and health resources,public hospitals' the status quo,health management system.On the basis of other domestic cities' advanced experience of public health service and put forward some measures for improving public hospitals' medical service supply in Hohhot.To improve the public health service supply,it has to strengthen the leading role of the government,which should rational allocation of resources within the region,change the structure of fiscal expenditure,the introduction of more social forces to provide medical and health services in the development of Mongolian medicine to invest more power.To improve the public health service supply,it has to integrate medical information and set up public service platform,carry out the scientific implementation of reservation,expand the service scope of information platform to provide payment method of information settlement.To improve public health service supply,it also has to strengthen the public hospital management,flexible deployment of medical resources in the hospital,expand the family doctors ' contracted services,to further promote the physician multi-site practice,improve the discipline construction of grade,to create a good medical environment.Furthermore,to improve public health service supply,it has to establish effective incentive mechanism of talents,optimize the medical income structure,optimization and management of health organization human resource training,rational use of human resources,the implementation of effective incentives.To improve the supply of public health services,we must continue to promote the reform of public hospitals,innovation of public hospital management and improvement of the performance appraisal system in public hospitals,to ensure the safety of pharmaceutical administration,establishment of higher hospital support subordinate hospital mechanism,provide continuous diagnosis and treatment services.
