Since the founding of the country,the government has implemented a series of control policies try to achieve a reasonable level of drug prices.However,it has been proved that excessive controls have distorted the normal market mechanism and that the public's medical burden has not been reduced.On the contrary,the problem of medical treatment is more prominent.In May 2015,the National Development and Reform Commission and other seven ministries issued the notice about promoting drug price reform,It decided to abolish the measure that most drugs are priced by the government.and he actual transaction price of drug deciding by market competition.At the same time It pointed out the health insurance payment standards was developed by the department of health insurance department,to explore the establishment of the mechanism to guide the formation of drug prices.This policy Which will provide an opportunity for the drug price formation and the payment standard determination.The research of this paper will also be of great significance to perfect the current drug pricing system and medical insurance payment system in our country.In view of the current reform,This article is expected to proceed from the general mechanism about the drug price formation and health insurance payment standards established.Then we put forward the suitable mechanism about drug prices formation and medical insurance payment.The content of this paper mainly includes four parts:(1)Through the analysis of drug the properties and market failure,It suggests that the formation of drug prices and the establishment of medical insurance payment standards must come from the free competition in the market economy.Any administrative control is invalid.(2)The article combs the drug pricing methods since the founding of our country,then It analyzes the problems and the roots of the problem underlying the current drug pricing mechanism.Through the analysis we found that drug prices are controlled by government for a long time.Under this pricing mechanism,the public's medical burden is still not alleviated.(3)This paper introduces the exploration and reform of the drug price formation and the medical insurance payment system domestic and foreign,and It provides the experience for our country's current reform through the comparative analysis of these regions.(4)Based on the study of three parts,it puts forward the principles and path of reform,we must follow the market-oriented principles and promote competition between the participants.But the reform is not overnight,we must eliminate the monopoly of public hospitals and is a long way to go.So in the short term,we could improve the mode of payment of Medicare,negotiate mechanism between drug interest parties.Besides,it is of great significance to give full play to the role of commercial insurance.
