The realization of the universal medical insurance and the rapid growth of medical expenses bring up the contradiction between the growing demand for medical insurance and the limit of the medical insurance fund.In view of this,from national to local the exploration of effective ways of the basic medical insurance cost control and effective use of funds has been carried out.As the first medical insurance for urban residents and the new rural cooperative medical insurance integration in Shandong Province,in the construction of urban and rural residents' medical insurance policy system in Dongying,we try to maximize the benefits of Medicare and formulate relevant policies,following principle of treatment on high not low.Meanwhile it leads to the release of medical needs and the overdraft of medical insurance fund.The medical insurance agencies of Dongying City shall promptly take measures to reform payment channels and related measures of adjustment.Although the fund overdraft reversed,the cost rises quickly.In this paper,the basic medical insurance cost control theory,developed areas of the domestic and foreign advanced experience and enlightenment,basic medical insurance cost control experience of Dongying City,the rising cost of reason and existing problems are deeply analyzed and studied.From the discussion of the theoretical basis and practical significance to control the medical insurance provider,from the improvement of the national legal system and system construction,the information base into full play in the role of controlling health care costs,with professional strength,the transformation of government functions,improve the information disclosure system of publishing and other aspects put forward opinions and suggestions,in order to establish the feasibility the city of Dongying and even China's Medicare payment to be innovative and breakthrough ideas and supporting system.
