Research On Medical-Nursing Combined Service Based On Rational Allocation Of Medical Resources

With the development of economy and the improvement of living standard,the process of aging in our country is accelerating.Old aged,disabled.empty nest elderly is continuing to grow.Combined with family planning policy,family's function of aging care has been weakened.The elderly care needs and medical demands in China is increasing.At present.China's old-age care and medical services are two relatively independent delivery systems.The dual needs of the elderly for old-age care and medical services are very difficult to be met at the same time.Therefore,China must innovate the elderly supporting model,and integrate medical resources and endowment resources.In order to reform the elderly supporting model,the development of the medical-nursing combined model is an inevitable trend.Also,it is a long-term strategy to deal with the aging of population.This paper described the connotation and theoretical basis of medical-nursing combined model.According to the different predominant institutions,medical-nursing combined model are divided into two types.They are models dominated by nursing institutions and models dominated by medical institutions.In order to realize the current station of medical-nursing combined model,the paper chose two typical institution from different types to do case study.Through field research,the policy support,business conditions,hardware and software environment,service content,the elderly structure and cost were analyzed.Among them,the focus of the research was medical expenses.For the same degree of disability of the elderly,there was no significant difference in bed fee,board expenses and nursing fees between the two organizations.Medical expenses in medical institutions were relatively lower.Consequently,elderly care delivered by hospitals had obvious advantages.Although the medical-nursing combined model have been welcomed by the elderly,there are many problems at present,including lack of funds and long-term care insurance,shortage of talents,"medical trouble" risks and so on.Few nursing institution have medical qualifications.Very few medical institutions provide nursing services for the elderly.The needs of the elderly are difficult to be met.In consideration of rational allocation of medical resources,the paper insisted that the second-class medical institutions were supposed to start the medical-nursing combined services in the background of scarce medical resources.This model not only saved expenses,but also achieved a rational allocation of resources.It will be a development trend of the medical-nursing combined model in the future.So it is necessary to take measures to support medical institutions to start nursing services.There is four policy proposals:Firstly,government responsibility should be strengthened and government support should be increased.Secondly,long-term care insurance system and relevant laws are supposed to be established.Thirdly,professional medical personnel should be cultivated and their treatment level should be improved.Fourthly,relationship between doctors and patients is supposed to be alleviate,so that the risk of starting care services will be reduced.
