The Collaborative Research Of Beijing-tianjin-hebei Allocation Of Health Resources

The development of integration in Jing-Jin-Ji together closely related to the coordinated development of health care,in medical and health collaborative work has entered the stage of accelerating,but medical resource allocation is difference.What the status of medical and health resources allocation in Beijing-Tianjin-Hebei region? What the degree of Medical and health resources allocation of synergy to? How to implement in Hebei,Tianjin better undertake both Beijing medical and health resources,to achieve high quality medical resources down? How to defibering "the capital" function from the aspects of medical and health organization? This paper focuses on these questions.Based on the reference on the basis of predecessors’ research results,first of all,the medical and health resources,and defining the regional health care resources coordination,and in Beijing-Tianjin-Hebei regional health resources allocation problem introduced in collaborative theory,to take the theory of Beijing-Tianjin-Hebei area medical and health system is divided into medical institutions,medical and health care beds,medical health manpower allocation and medical and health services of four parts.By calculating thayer index of medical and health resources allocation of the Beijing-Tianjin-Hebei region,the medical and health resources allocation fairness and balance condition is analyzed.Second,with the help of a number of medical institutions,health technical personnel quantity,beds,medical and health institutions and medical agencies services using the internal consistency of the indicators,each part of the qualified indexes,for 13 indicators,then use spss20.0,principal component analysis to determine the correlation between different indexes and index weight,and calculated by using the factor scores Beijing-Tianjin-Hebei score situation of health resource allocation,based on membership function of the Beijing-Tianjin-Hebei regional health resources allocation coordination degree evaluation model,from the regional health resources allocation structure calculation,and the synergy degree.Using time series data from 2011 to 2015 synergy degree is calculated.Research results indicate that: according to Theil index calculation,according to the results of Beijing,Tianjin,Hebei medical and health resources allocation fairness best for Hebei,followed by Tianjin,Beijing is the worst;Configuration based on the population of the general hospital and professional configuration the fairness of the situation of public health institutions is poorer,shows that high quality resource are mostly gathered in Beijing;Configuration based on population health human resources show that medical and health resources allocation fairness best for Hebei,followed by Tianjin,Beijing is the worst.Configuration based on population health technical personnel fairness is the worst in Beijing;Configuration based on population health beds resources equity for the best for the hebei,followed by Beijing,Tianjin as the worst;Tianjin beds configuration of most serious inequality in health institutions.Overall,in Beijing,Tianjin,Hebei medical beds configuration the fairness of the gap is bigger.Health agency service utilization of Theil index shows that the health resource allocation fairness best for Hebei,followed by Tianjin,Beijing for the worst.In health institution beds configuration the fairness of the gap between the fairness of the allocation of health resources in front is better.Through calculation of composite scores of health resources,Beijing-Tianjin-Hebei in per million population health technology of Beijing-Tianjin-Hebei regional health facilities resources configuration showed a trend of increasing overall composite scores,the regional health facilities configuration development level in 2011-2015 showed a trend of growth.But the regional health facilities configuration is not synchronous development,the highest score is Beijing,Tianjin basic minimum.Beijing-Tianjin-Hebei regional health manpower allocation scores overall trend to increase,the regional health manpower resources development level in 2011-2015 showed a trend of growth.But clearly Beijing is superior to the manpower resource of Hebei,Tianjin,Tianjin score better than Hebei region.From 2011 to 2015,beds of Beijing-Tianjin-Hebei region medical institutions resource allocation score increases,in medical institution beds configuration section scores the highest in Beijing,Tianjin,lowest service situation of medical institutions of the Beijing-Tianjin-Hebei regional score fluctuation is not obvious,the highest score in Hebei province,Beijing and Tianjin in the health service of institution of score is low,service of medical institutions in Hebei province at the optimal level in terms of efficiency and effectiveness.Showing that Beijing and Tianjin is in the use of medical services configuration is low,should pay attention to high quality medical resources for devolution.Overall,three medical resource allocation obvious uneven of the Beijing-Tianjin-Hebei region,has a tendency to to concentrate in Beijing.Finally,the measurement results of three medical resources coordination degree,found three medical resource allocation in the stage of weak coordination.For the empirical analysis conclusion,this paper puts forward policy Suggestions include: one is to build a medical and health resources sharing mechanism of Beijing-Tianjin-Hebei region,to promote medical and health business linkage and the coordinated development;The second is the development of Tianjin,Hebei medical scale,reasonable control the number of medical institutions in Beijing,Beijing medical pressure relief;Three is to use the aid of advanced Internet platform to promote the coordinated development of Beijing-Tianjin-Hebei medical and health resources.
