The concern of the Communist party and the state,about the secondary vocational education has made it develop rapidly in recent years.In order to ensure the sustainable development of the vocational and technical education,it is particularly important to build a team of teachers wish high quality,high level,and “double qualities”.However,at present our country secondary vocational school teacher evaluation system,no matter in the evaluation content,evaluation index,or the evaluation method,there are some problems,resulting in the evaluation results deviation or fault.Competency is an important concept in evaluation of individual capability and staff management in an organization.It is adopted quickly by enterprises and subsequently,many other organizations such as universities,schools and so on,as the kernel of their staff management.By the theory of competency,adopting the advanced measurement technology,competency evaluation of clinical nursing teachers in secondary vocational schools,not only can play a guiding role in Teachers "professional development,but also has an important role in the selection of teachers evaluation,training,performance management.Firstly,based on extensive access to relevant literature,this thesis reviews the relevant theories of competency assessment of clinical nursingteachers in secondary vocational schools.It introduced the concept of competency evaluation,did a thorough review on the development of the competency theory,described the typical model of competency evaluation and its processing procedures.Secondly,the behavior event interview and questionnaire survey were used to construct the competency model of clinical nursing teachers in the secondary vocational school,which included 5 first level competency factors and two 30 level competency factors.These 5 first-class factors and 30 second-class factors all have its own significance and roles,and the first class differs to the second one.This thesis made clarification to each individual factor by differentiating their connotation and extension of the concept,not only avoiding overlapping of their content,but also facilitating the quantification in the competency evaluation.thirdly,based on the competency model of the clinical nursing teachers in secondary vocational schools,this paper developed vocational competency evaluation index,chosed the competency evaluation methods,constructed the competency evaluation system.The thesis made comprehensive evaluation of competency by integrating an individual's experiences,performances in examination and interview,its results of psychological tests and scene simulation tests,as well as of 360-degree feedback evaluations.Finally,taking the nursing school in XuChang as an example,this paper carried out the competency assessment of 10 clinical nursing teachers to test the evaluation system.The evaluation results were analyzed and tested,showing the application of competency evaluation in the educational institutions has important and practical guiding significance to their teaching and education.
