Objective : This thesis aims to pave the way for modern hospital administrator on modernized hospital construction by the way of comparing core performance index changes and analyzing its further reason before and after lunching research-based hospital construction in W hospital within three years by combing its structure elements.Methods: First of all,the Balanced Scorecard was adopted to integrate the research progress of achievement management at home and abroad and select out first-class index from 4 dimensions included finance,clients,internal operation and study and development at W hospital.And then,the Delphi method was used to decide core third-class achievement index system.Comparing with that system,the index values in the year of 2011、2013 and2015 were selected from annual routine data report and count the score of each index.Finally,to combine the measure and achievement in terms of finance,clients,medical care and scientific research during the research-based hospital construction,analyzing the further reasons of index changes to explore the promotion of research-based hospital construction to the core achievement index.Results:1 Two rounds of expert’s consultation results were analyzed.The first round of expert’s consultation results: 26% of experts consider the management fees of the cost index contains more widely,and it’s difficult in the actual data collection,so they suggest using material proportion instead;45% of the experts consider the medical accident cases is a sensitive indicator of the hospital,and it’s difficult in the actual data collection,so they suggest that replaced it with the third-level or above surgical operation quantity and secondary surgery rate;Considering that the index could not guarantee thequality,30% of experts disagree using the doctor’s outpatients and hospitalization patients per year,so they suggest using the index of total outpatients and hospitalization patients instead;35% of experts think that the "project number" and "project funds" should be limited to "above the provincial level topic quantity" and "provincial above subject funds".It can reflect the total hospital’s scientific research level and comprehensive strength,also is the located in effective reflection of the research hospital construction.The second round of expert’s consultation results: The approval ratings of the primary indicators and secondary indicators is 100%,and the approval ratings of the three-level index is more than 90%,only individual experts put forward different views and suggestions,but the experts can agree on in general.2 Established the core achievement index system.Based on the Balanced Scorecard and two rounds suggestions from experts,achievement evaluation index system at W hospital was decided in terms of finance,clients,internal operation and study and development including 10 second-class index and 32 third-class index.3 Established the weight of the W hospital’s performance indicators at various levels.Comparing the primary index of the performance evaluation index system with the expert’s consultation method that the hospital experts had established,and introducing the Saaty relative importance rating scale as the criteria,experts according to the importance score the proper.Then using analytic hierarchy process(AHP)to calculate the dimensions of the initial weights,and combined with all other expert evaluation weight coefficient,the weight of index of average eventually came to the class.In the same way,the final of the secondary and tertiary index could be calculated.4 Obtained the W hospital performance indicators at various levels of actual values.Through the communication coordinated with the relevant departments of the hospital,finally we obtained the actual values of various performanceindicators in each year of the W hospital.5 Determined the score of the W hospital performance indicators at various levels.According to the acquired value of each index,which was carried out on the performance evaluation index of 2011 to 2015,we could get the comprehensive score.To facilitate assessment,we gave each level 3 index setting a virtual standard score 10 points.According to the weight of its corresponding standardized processing,we got the final index score.Achievement index score is totally increasing within 3 years.In the aspect of finance and patients,the score is fluctuated.The score of internal operation rises a little.Study and development score apparently goes up.The increasing score of 0.27 in 2011 raise to 0.47 in 2015 is benefit from lunching research-based hospital construction in this hospital from 2013 and the progress in terms of application and achievement of scientific research.Conclusions: In this thesis,the Balanced Scorecard was used to comb and score the core achievement index.After comparing the index in different years,it is easy to find out that W hospital starts up the road of research-based hospital which combined with its own characteristic and create a researchoriented hospital of suitable development path.Through the construction of research hospital,we could find a way to achieve the leap development of hospital core performance improvement and achieve the development of modern general hospital:1 Research-based hospital is the focus direction of the development of the modern general hospital in future.2 The balanced scorecard in hospital’s performance management have a significant role in promoting.3 Great achievements have been made in W hospital for carrying out the research hospital construction. |
