During the mid-20th century,countries in the world began to shift the focus of mental health care away from mental hospitals to community-based settings.The mental hospitals have been replaced by psychiatric outpatient at general hospitals and different kinds of settings based on community in Sweden which could provide psychiatric disabilities a participatory life.This research use stigma theory from Goffman as the theoretical foundations of this study in order to highlight the service which promote participatory life of psychiatric disabilities.To answer the research question,literature research and case study was set up to get a rich and comprehensive information of the roles and functions of those community-based settings and how they work in this field.Through the in-depth interviews,this research find that the reform in Sweden was started from the human rights,especially for the rights of psychiatric disabilities.And the goal of community-based settings is to improve mental disabilities living conditions and social inclusion.The model of Swedish Mental Health Care System:anti-stigma?diversity and market-oriented service?cross-organizational cooperation?and government responsibility.Based on Chinese mental health service conditions,we suggested that China should promote community-based mental health care system to fulfill mental illness people's needs and welfare.
