Research On Performance Evaluation System Of Health-Aid-to-Xinjiang Based On AHP-DEA

Objective:To apply analytic hierarchy process(AHP)and data envelopment analysis(DEA)to establish a scientific evaluation index system for Health-Aid-to-Xinjiang and analyze the performance of Health-Aid-to-Xinjiang from 2011 to 2015.Methods:Using questionnaire survey,literature review,Delphi method to determine the performance evaluation index system,andusing the analytic hierarchy process(AHP)to determine the weight of the index system,and using data envelopment analysis(DEA)to evaluate the empirical work of fourteen states.Results:Performance evaluation system of Health-Aid-to-Xinjiang is Constructed including two primary index and six secondary index.It is used to evaluate the empirical work of fourteen ground state.There is a big difference between the performance results of fourteenstates.There are seven states in the stage of scale diminishing returns,including five states which have low comprehensive efficiency caused by technical efficiency an tow states which have low comprehensive efficiency caused by scale efficiency.Conclusion:This evaluation model can beeffectively applied to evaluate the performance evaluation system of Health-Aid-to-Xinjiang and provides reference for making policies.
