Study On The Improvement Of Government Health Management Function In T-City Under The Background Of New Health Care Reform

Since China launched a new health care reform in 2009, the main functions of health management of T municipal government establish the public health service system, the medical service system, universal coverage of medical insurance system and drug supply security system. To some extent, T municipal government's health management functions achieved the goal of government health management. However, for the old system constraints, there is still space for improvement of the T municipal government health management functions:(1)As in the government health management functions planning, due to the professional constraints, planning lack of scientific and authoritative, resulting in health care resource allocation efficiency is not high or even waste. (2)In the field of medical and health supervision, there is a vacancy and dislocation phenomenon; (3)In the process of government public health management, it always heavy on process control, light on performance evaluation, so that the government's high investment and the satisfaction of the masses are not directly proportional.(4) In the implementation of the residents' medical security, there is a lack of fairness and efficiency is not high.(5) In the establishment of drug supply security system, the system design is still defective, etc. All above weaken the results of health care reform, and call for a redesign of current government health management functions. In this paper, according to government function design of major international national health service system, and the reform of the domestic representative local health management functions of the attempt, the situation, problems and causes of the current medical and health management of the current medical and health management in T city are analyzed systematically. Under the background of new medical reform, we put forward advices and suggestions on improvement of health management function of T municipal government, such as enhancing the scientific and authoritative regional health resources planning, optimization of government supervision, the government's public health management efficiency, adjust the government's investment structure and direction of health care system, reform government medical insurance policy and management model, rationalize the relationship between government regulation and market subject in the drug supply security system etc..
