| Any time, the rural area determines the whole country's stability and also the development of society. The key to solve issues of agriculture, rural areas and farmers lies in raising the public service level in rural areas. Since the beginning of a new period of building a moderately prosperous society. Based on the theory of public goods and Polycentric governance, using the method of questionnaire survey and document research, we investigate and study the current situation of public service supply in Nei Keng Town. This paper tries to identify its main problems and influencing factors and puts forward proposals on how to promote the public service supply in Nei Keng Town.Firstly, the paper illuminates the concept of public service, the public service ability of rural basic government. It also summarizes the related researches and approaches home and abroad, which are adopted as the fundamental theory for this paper.Secondly, after researching the current situation of public service supply offered by basic government for farmers in rural areas in Nei Keng Town through questionnaires and documents, this paper analyzes the results based on the research.Thirdly, this paper has also analyzes the causes which lead to the problems. The problems are as follows: relative finance shortage in public service supply, single supplier for rural public services; lack of administration service efficiency. And the reasons are: unscientific basic public service mechanism, lack of finance support, not enough financial support from the upper level, lack of attention from the public.Lastly, the paper puts forward proposals on promoting the supply of public services in rural areas:change the machanism of the basic government,improve the public service concept of basic government; establish the mutiple supply mechanism leaded by government; make basic government's duty meet with the financial power; improve the public's attention and cultural knowledge. |
