Strengthening the hospital personnel of the CCP scientific and efficient management, to improve the level of public hospital medical service and to improve the doctor-patient relationship, strengthen the competitive power of the hospital, set up good social image, is of great significance.This paper discussing the top three hospital has the necessity and feasibility of party supervision over personnel.It defines the top three hospital the connotation and characteristic of party supervision over personnel.And it puts forward the the top three hospital the PPC tube talented person principle and implementation way. This paper summarizes the top three hospital of Tianjin Medical University Cancer Institute and Hospital the effective practice of the PPC tube talented person.Public hospitals are the main body of the medical and health service in our country, which are responsible for the health and safety of people's lives,with strong social welfare.With the advance of the reform of the medical and health system and the rapid development of the non-public hospitals,the competition of the talents among hospitals has become more and more fierce.However,the current human resources management model of public hospitals in our country lags behind,which is still to administrative order management based,without paying enough attention to "people",and has not been able to have a correct understanding of the importance of human resources management,resulting in human resources management in many problems,such as unreasonable allocation of talent,lack of professional and technical personnel,the existing management mode seriously affected the enthusiasm and initiative and creativity of the staff,which restricts the development of the modernization of hospitals.Scientific and effective human resource management can not only improve the hospital medical levels and enhance the competitiveness of hospitals and establish a good social image,but also attract talent,improve the doctor-patient relationship and ease the difficult problems of medical treatment.In this study,the existing problems in the hospital human resources management are discussed based on the connotation and characteristics of talent to the CCP tube,as Tianjin Medical University Cancer Institute and Hospital for example,and the ways to make the CCP management personnel come true are analyzed,in order to pay attentions of the hospital managers to the management of human resources,and to provide an effective way to improve the management level of human resources in the hospital.This study is divided into four chapters:the first chapter introduces the research background,significance, and through the analysis of the literature explains the human resources and the CCP management personnel and other related concepts,then the current domestic and foreign research statuses are discussed. In the second chapter, from the necessity of the management of the CCP,the paper discusses the characteristics of the comprehensive,scientific,harmonious and connotation of the CCP management personnel. The third chapter provides a new management concept and mode to the CCP management personnel for the human resource management. the CCP management personnel in the hospital can provide important talent guarantee for the development of the hospital.In the third chapter, the realization way of the CCP management in hospitals are discussed from the change of the concept of human resources management,strengthening personnel ideological,political and legal literacy construction to improve comprehensive cultural quality of talent,scientific establishment of talent introduction mechanism,strengthening the cultivation of talents and echelon construction,developing candidate,using people,performance appraisal and salary distribution management systems of scientific development aspects,in order to provide an effective way to improve the levels of human resource management in hospitals and the strategic development of the hospital to provide personnel security. In the forth chapter,the use of datas collection,questionnaire investigation,interview,case analysis and statistical analysis methods on the present situation of human resources management in Tianjin Medical University Cancer Institute and Hospital are analyzed,and it found that the realization way of the CCP management in top three hospital.The fifth chapter is conclusion.
